Job Description
HM Note: This remote contract role requires candidates to be based in Ontario. Candidates resume can be a maximum of five (5) pages and must include first and last name.
Responsibilities:
Undertakes and/or leads indepth and complex application and enterprise infrastructure architecture reviews and assessments development and/or support projects deliverables to support new and changed enterprise priorities and initiatives and client clusters and their clients applications architecture and/or business needs.
Researches develops implements and maintains application architectural policies and standards as approved by management.
Provides general and situationspecific GIS application and infrastructure architecture interpretation advice and expertise to other project and/or enterprise level I and amp;IT project teams client management and staff clients and external contractors.
Skills
Experience and Skill Set Requirements
Enterprise Architecture Engagement Leadership Experience (30%)
Total IT experience of at least 10 years out of which at least 5 years leading solution architecture on large complex projects and nbsp;
Solid experience across a variety of technologies and design approaches (e.g. GIS Enterprise tools APIs Data Marts Data Lakes Vendor packaged and/or hosted solutions Workflow Management Business Intelligence Machine Learning Data Science Workflows Security etc.)
Strong interpersonal and communication skills enjoys working with diverse stakeholders.
Proven ability and experience defining endtoend technical solutions that take into account enterprise architecture strategies current state environments constraints and solution viability analysis.
o Assess and analyze business strategy business requirements current state environment and technology choices to evaluate solution alternatives that meet business sponsor needs.
o Conduct cost and benefit analyses feasibility studies briefing notes and provide recommendations to management.
Proven experience facilitating and nbsp;JAD sessions developing complex application conceptual logical and physical architecture with full traceability and alignment into architecture domain artifacts. and nbsp;
Expertise in architecture with deep knowledge in GIS application and enterprise infrastructure design implementation deployments technology strategies policies plans current and emerging architecture practices.
Demonstrated knowledge of cyber security and product management best practices.
Apply industry best practices and standards in architecture software and systems engineering design and development tools and techniques and software lifecycle methodologies.
Seasoned in analysing systems requirements architecting designing and implementing IT solutions that conform to IT standards and best practices.
Exceptional communication skills required to visualize depict and convey complex concepts to a broadly diverse audience including technical and business audiences.
o Effective communicator able to build rapport with team members stakeholders and interface groups using a variety of techniques from initiation to project closure.
o Facilitates small to large group meetings for reviewing technical architecture decision making and problem solving.
o Demonstrated initiative and good judgement in seeking alternatives to resolve technical problems.
Enterprise Gating Documentation Experience (40%)
Knowledge of or experience in Government of Ontario Information Technology Standards (GOITS) for Architecture. and nbsp;
o Experience in developing solution architectures using Ontario Government Enterprise Architecture methodologies and GOITS.
Applied Data Modeling and development of solution and Program Area(s) Data Architecture into Solution Architecture.
Developed solution according to Program Area(s) Information Architecture corresponding Information Architecture Documentation (IAD) and according to OPS standards and industry best practices.
Demonstrated knowledge of and experience with Information Management including Data Governance Data Quality Master Data Management Records Management.
Created alignment of Solution Architecture Document to the Business Architecture Document Solution Requirements Document (SRD) and the Information Architecture Document (IAD) as per OPS standards and industry best practices ensuring vertical integration.
o Demonstrated knowledge of Development Conceptual Schemas (Application Technology Security and Data Views) and nbsp;of corresponding Business Architecture Documentation (BAD) and according to OPS standards and industry best practices.
Proven ability to create Solution Architectures that directly inform and support the elicitation of business and system requirements.
o Knowledge of or experience with Ideation including Functional Requirements Analysis and corresponding Test Strategy planning according to Solution Requirements Document (SRD).
o Advise Ministry partners on NonFunctional Requirements and align them to Availability and Disaster Recovery Views in SAD.
Ability to leverage reference artefacts to enable shared use and to develop Solution Architecture artefacts that align with acquired solutions/services and existing strategic IT Products.
Expertise in developing Logical Application Schema that evolve the Conceptual Application Schema that provides abstractions from the requirements.
Ability to create the overall structure of the system the decomposition of the system into layers and subsystems significant components and their interactions.
Expertise in Application infrastructure Logical Modelling complex components components that are newly implemented and tested that require high detail (classes methods attributes relationships descriptions).
Familiarity with Accessibility for Ontarians with Disability Act (AODA) and related regulations and standards. and nbsp;
Ability to develop and maintain architectural governance and controls over Solution Architecture.

Ability to design/propose Application Architectures that leverage latest cuttingedge technologies.
o Strong knowledge and expertise with the Microsoft Azure cloud platform.
o Experience implementing common authentication technologies browserbased security controls and standard web application security tools.
o Demonstrated knowledge and experience with code version control systems (e.g. DevOps) Continues Deployment and Integration Cloud Delivery and Virtualization and container solutions (e.g. docker Kubernetes).
Knowledge of and experience of current industry standards and practices particularly to architect automate and integrate the processes that would enable teams to build test and release products features faster (e.g such as Git CI/CD etc.)
Knowledge of or experience with opensource technologies and databases.
Handson knowledge of programming languages (Python Java JavaScript); modern JavaScriptbased technologies (Node.js React Vue etc.) Mobile development and semantic accessible languages (HTML5 CSS/SCSS).
Designed and built complex API based solutions and transactional systems for enterprisewide solutions.
Knowledge of complex and effective UI design accessibility web standards and design systems.
Ability to review automated test scripts for unit integration endtoend crossbrowser device and accessibility testing.
Experience in other architectural domains such as Information Architecture and Business Architecture.
Experience with the OPS Enterprise Architecture governance processes both in general terms but also with governance points 0123.
o Familiarity with Privacy and Records Keeping principles and concepts as they pertain to Business Architecture.
o Experience with OPS Enterprise Architecture GOITS 200PRS.
o Familiarity with Ontario General Security Requirements GOITS 25 Security Requirements for Web Applications GOITS 25.13 and Security Requirements for Cloud Services GOITS 25.21.
Expert level knowledge of applying Design Systems and best practices for developing webbased applications that meet the highest AODA compliance standards.
Ability to provide advice and support to teams acquiring services or solutions via vendor development or COTS selection (e.g. advise on documentation to include how to evaluate etc.).
Must haves:
