Summary:
The Office of Planning is seeking a Preservation Consultant to conduct comprehensive research on economic hardship exemptions demolition by neglect and local designation processes. The consultant will analyze best practices and legislation from various jurisdictions and provide recommendations to improve current practices. The findings will be presented in a detailed report to the Historic Landmarks and Preservation Districts Commission (Landmarks Commission) and its staff.
Mandatory Qualifications
- Bachelors degree in urban planning geography public administration or related disciplines.
- Strong research and analytical skills.
- Excellent written and verbal communication skills.
- Ability to present complex information clearly and effectively to diverse audiences.

Preferred Experience:
- Familiarity with preservation legislation and best practices.
- Experience in historic preservation urban planning or a related field.
Duties/Responsibilities:
- Research:
- Investigate economic hardship exemption processes focusing on how other jurisdictions handle exemptions beyond demolition and new construction such as window replacement.
- Examine enforcement mechanisms for demolition by neglect in other jurisdictions and evaluate their success rates.
- Explore different types of local district designations and identify new district types that could be implemented in Louisville Metro.
- Identify any additional gaps or areas needing improvement in the current Landmarks ordinance and be prepared to discuss potential inclusions.
- Deliverables:
- Produce a comprehensive report summarizing and analyzing the nationwide research.
- Provide informed recommendations for changes to the Landmarks ordinance and its processes including priority rankings and feasibility assessments.
- Include referenced ordinances or processes from other cities as appendices in the report.
- Present findings and recommendations to the Landmarks Commission at a public meeting.
