Title: Technical Lead

Job Description
SCOPE OF SERVICES
Lead the design development and deployment of innovative GIS solutions to meet organizational needs.
Collaborate with stakeholders to gather requirements and ensure alignment with business objectives.
Integrate GIS applications and data with enterprise systems improving operational workflows and data accessibility.
Manage a team System Developers and ETL Developers providing technical guidance and mentoring.
Design develop and enhance ESRI ArcGIS Probased applications and custom extensions for spatial data editing of linear and point features.
Implement custom tools scripts and workflows in ArcGIS Pro to optimize GIS data editing analysis and visualization.
Maintain and improve existing GIS systems to ensure reliability and performance.
Manage process and analyze spatial data from diverse sources.
Ensure the integrity and accuracy of GIS datasets including performing data conversions quality assurance and updates.
Optimize spatial databases and file geodatabases for performance and usability.
Develop integration solutions for GIS systems with enterprise platforms or thirdparty tools.
Automate repetitive GIS workflows using Python (ArcPy) Arcade ModelBuilder or similar tools.
Create and maintain technical documentation including system designs workflows and user guides.
Ensure solutions comply with industry best practices standards and security protocols.
Monitor and optimize the performance of GIS and Geosupport systems and applications.
Prepare documentation and conduct knowledge transition to support adoption acrossthe organization and other city agencies.
REQUIRED QUALIFICATIONS SKILLS AND EXPERIENCE Note: candidates who do not have the required skills will not be considered
The selected candidate must have a minimum of 4 years experience as described in Attachment 2 City Labor Category Description for Programmer 2.
Bachelors degree in Computer Science Information Systems Geographic Information Systems (GIS) or a related field.
Minimum of 8 years of experience in ArcGIS Probased GIS solution design and development.
Proven ability to lead crossfunctional teams and deliver projects on time and within the scope.
Demonstrated proficiency with ESRI product suite including ArcGIS Pro ArcGIS Enterprise (Server Portal SDE DataStore) ArcGIS Desktop ArcGIS Online and ArcMap.
Demonstrated experience working with geospatial data types in Microsoft SQL Server Oracle/Oracle Spatial and PostgreSQL/PostGIS databases.
Handson development experience with Python ArcPy Arcade and Model Builder to create/extend editing tools in ArcGIS Pro.
Experience with MSSQL Server PostgreSQL Oracle and/or other geospatial databases.
Familiarity with ArcGIS Online capabilities and GIS application development.
Ability to collaborate effectively within a team environment.
Knowledge of emerging trends and technologies in GIS.
Familiarity with application lifecycle management (ALM) tools such as Azure DevOps and GitHub.
Experience with version control and release management practices.
Excellent problemsolving collaboration and communication skills.
Experience in Microsoft .NET/C#/SQL Serverbased web application development will be a plus.
Demonstrated experience working with technical and nontechnical staff.
Strong initiative and ability to perform duties with minimal supervision.
Ability to identify needs of end users and communicate possible solutions to them.
Strong organizational and project management skills.
Ability to handle multiple projects simultaneously under tight deadlines.
