The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
To provide all musical accompaniments as necessary to support the 1100 Protestant worship service at Hill Air Force Base Legacy Chapel Utah under the oversight of the assigned chaplain to the worship service and in coordination with the Protestant choir director.
1.1. BASIC SERVICES/QUALIFICATIONS.
This position shall be accomplished on a weekly basis as follows: weekly services weekly rehearsals special services and special rehearsals (authorized by the Wing Chaplain or Protestant chaplain). This position shall be accomplished on a weekly basis as follows: Not to Exceed (NTE) 52 weekend Services (NTE) 52 weekly rehearsals NTE 12 Holy Days and special services and NTE 12 special rehearsals. Performances and rehearsals shall take place at the Main Chapel (Bldg. 475) or Chapel Annex (Bldg. 445). All other locations shall be by approval of the Wing Chaplain and/or Protestant Chaplain. The individual should be present at least 15 minutes prior to play for performances and will play for five to ten minutes of prelude music and five minutes of postlude music. These and any additional position requirements shall be accomplished as necessary in accordance with the provisions below.
1.2. QUALIFICATIONS.
Knowledge: A minimum of three years experience in the field with the particular knowledge skills and abilities to successfully perform the duties of the position. The individual must have a minimum of three years experience in keyboard/piano accompanist capability that reflects knowledge of a wide range of music to include gospel contemporary traditional and liturgical Protestant service music.
Education: A bachelors degree in music is preferred but not required. Five years experience can be substituted for education. Candidate must be able to provide piano digital organ and keyboard accompanist capability and have a minimum of two years of church accompanist work or equivalent combination of musician experience.
Experience: Minimum of three years of specialized experience in church or military chapel accompanist work.
1.3. DUTIES AND RESPONSIBILITIES. The duties include but are not limited to the following:
1.3.1. Provide musical accompaniment and help leading worship songs for all Protestant worship services and special services (e.g. memorial services Christmas Holy Week Easter etc.).
1.3.2. In coordination with the Protestant choir director be present for all weekly choir practices and services associated with the Sunday Protestant Worship Service.
1.3.3. In coordination with the Protestant choir director conduct regularly scheduled rehearsals and ensure the setup and breakdown for the choir is accomplished. Ensure songbooks used by choir during rehearsal and services are placed in appropriate storage areas.
1.3.4. Assist the service chaplain and choir director in recruiting special musicians from the congregation and other outside sources as necessary.
1.3.5. Be available for special services and to provide accompanists presence for special liturgical seasons (e.g. memorial services Christmas Holy Week and Easter etc.).
1.3.6. Secure a suitable replacement when necessary who will meet all of the requirements as set forth in this Performance Work Statement (PWS). The service chaplain is to be notified as soon as possible when a replacement is required during times of sickness vacation etc.
1.3.7. Give the chapel staff a twoweek notice of any extended period of absence. Extended period of absence is defined as an absence for more than three days. The musician will provide a substitute to perform services in their absence. This substitute must be of equal or greater capability than musician and approved by the approving official. Musician will develop a documented method of reimbursement for any substitutes.
1.3.8. Provide all labor and transportation necessary to perform these duties.
1.3.9. Provide records of his/her qualification and obtain periodic training such as continuing education for employees operating on military installations and training in new developments in the area of this statement of work. The government may inspect these records at any time.
1.3.10. A background check will be performed on all individuals working with youth in conjunction with the contract for these services. Forms for providing necessary information for this background check will be provided. Personal information provided on this form is given on a voluntary basis; however failure to provide this information may result in ineligibility to perform this contract. Compliance with the Privacy Act of 1974 Public Law 93579 dated December 31 1974 (5 U.S.C. 552a) and applicable agency regulations apply.
1.4. ADMINISTRATIVE REQUIREMENTS: The services performed under this contract shall be nonpersonal services and are not inherently governmental. Musician personnel performing services at the Chapel shall comply with Government/Chapel regulations Memorandums of Understanding Operational Plans etc. regarding interactions with Government personnel Chapel Security Quality Management/ Utilization Management participation Government property etc. All regulations policies and standard operating procedures will be made available to all musician personnel for familiarization and to ensure compliance in performance of services.
1.4.1. The musician will personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the approving official. Submit the names and qualifications of proposed submusicians to the Protestant Chaplain or his/her designee for approval at least 14 days prior to the proposed absence. Submusicians must meet the requirements for the position as outlined in this PWS.
1.4.1.1. Musician is responsible for payment to substitute musicians.
1.4.2. Plan the years music and calendar; coordinate with the Protestant chaplain for services special services and rehearsals.
1.4.3. Research and fill out proper purchase requests to procure music choir books and musical accompaniment books required to carry out the duties described herein. Funding for mission essential and nonmission essential music will be provided by the Hill AFB Chapel.
1.4.3.1. Ensure that newly acquired music is properly catalogued identified and filed.
1.5. ENGLISH LANGUAGE REQUIREMENT: Personnel shall read understand speak and write English well with demonstrated organization facilitation and communication skills.
