Job Details
This is public contact work in the Citys Billing and Collections department collecting special assessments utility liens and accounts receivable invoice payments for services rendered. Work includes investigating customer complaints related to charges for these services; coordinating any adjustments to these charges; interdepartmental coordination to resolve account issues; contacting customers by phone mail electronically and inperson; maintaining a database of transactions; preparing periodic reports; addressing customer inquiries; calculating per diem interest charges and associated late fees; determining property ownership; properly administering collection procedures and policies; and frequent communication of a delicate nature requiring considerable discretion and judgment dealing with delinquent customers.
Minimum Qualifications. Applicants must:
Possess a valid high school diploma or GED equivalency.
Have considerable experience in public contact work and customer service experience.
Be able to communicate clearly and concisely orally and in writing.
Have excellent business writing and computer skills.
Be highly proficient using Microsoft Outlook Word and Excel.
Be able to quickly and accurately perform complicated mathematical calculations such as percentages per diem and prorations.
Have strong interpersonal skills.
Desirable Qualifications. Preferred applicants:
Have considerable knowledge of basic bookkeeping accounting methods and collection techniques activities laws and practices.
Are able to maintain collection records prepare periodic reports and trace customers who have moved from recorded addresses.
Have some experience in collection activities.
Have some understanding of legal concepts such as liens probate and bankruptcy.
Have some understanding of the City Council process including preparation of agenda items for approval.
Have experience with Oracle Accounts Receivables including customer accounts and invoice management.
Have experience with Central Square Technologies NaviLine.
