Job Description

The Emergency Health Program Management & Delivery Branch (EHPMDB) supports lifecritical services such as ambulance dispatch functions across Ontario. Under the Ambulance Act the Minister has the duty and power to establish maintain and operate (alone or in cooperation with others) communication services used in dispatching ambulances and to fund such services.

The Emergency Health I & IT Solutions & Technology Management Branch (EHSTMB) of the Health Services I&IT Cluster (HSC) supports these services through the acquisition delivery and support & maintenance of related dispatch technologies IT and telecommunications used within the Ambulance Communication Centres (ACCs) across the province and in the Branchs Head Office operations. These critical applications and technologies are used by the Ministry to support 24x7 mission critical 911 call taking and ambulance dispatch functions across the province and includes:

  • Computer Aided Dispatch (CAD) application and tools
  • Telecommunication equipment and systems (i.e. Communication Console Systems and FleetNet)
  • Technologies that digitally connects Land Ambulance Dispatch with other partners in first response and the health system (i.e. RealTime Data Service and Mobile CAD)
  • Reporting Applications and Tools
  • Business Support Applications (i.e. Paramedic Certification Inspections)

The PSRN project and radio services have legislative and regulatory compliance linkages for both the project and Ministry partners. In addition there are requirements to be compliant with municipal bylaws and standards established by the Standards Council of Canada.

MOH through HSC/EHSTMB is working with GMCB to ensure the successful implementation of PSRN which includes End User Deployment Technical Readiness Service Readiness Communications and Training in addition to equipment rollout to:

approximately 750 locations including ambulance bases hospitals dispatch centres Ornge operations control centre.

2000 ambulances; and

Over 10000 resources (e.g. dispatchers and paramedics).

A Senior Systems Analyst is required to use their knowledge of project management methodology analytical tools and processes and tendering process to support projects and development of project plans. Additionally this resource will provide onsite support at Central Ambulance Communication Centres Ambulance bases hospitals and MOH locations.

Description

Technical expertise and coordination of administration monitoring management implementation and support of:

o Desktops and network and server environments

o Ambulance Communication Centre (ACC) integrated 911 solutions such as CAD radio phone GIS and paging within one or more assigned ACCs

Paramedic and Ambulance Communication Officer technical subject matter expertise in multiple technology related projects including but not limited to Radio Telecom Satellite Systems and Digital Voice Recording and Retrieval

Execute and support 911 dispatch centres emergency COOP activation plans

24 X 7 onsite and remote support of all emergency 911 ambulance dispatching equipment in the province in support of the ministrys compliance and oversight of the Land Ambulance Act

Coordinate administration monitoring management implementation and support of desktops and server environments Ambulance Communication Centre (ACC) integrated 911 solutions such as CAD radio phone GIS and paging within one or more assigned ACCs

Provide realistic work estimates to support project planning; capture business requirements and update business rules based on the requirements

Provide technical Paramedic and Ambulance Communication Officer subject matter expertise for multiple technology related projects including but not limited to Radio Telecom Satellite Systems and Digital Voice Recording and Retrieval

Responsibilities:

Provide senior technical expertise project leadership and coordination of activities in the development implementation and maintenance of a diverse range of cost effective I&IT solutions.

Provide technical advice to clients and leverage Public Sector I&IT solutions and applications to meet program/service goals and objectives ensuring efficiency

A technical diploma or degree in electronics technology from a recognized technical institute/college with extensive knowledge and several years practical experience in applying theories principles and practices of voice data radio information technology and satellite telecommunications engineering or an equivalent combination of education and practical experience.

Good knowledge and experience of integrated voice and data switching systems computer data communications architecture radiotrunking systems design and P25 standards.

Ability to analyze results and make cost benefit analysis.

Ability to use basic Radio Frequency test equipment such as wattmeter voltmeter system monitor or analyzer.

Knowledge of basic vehicle electrical systems relative to radio installation and problems.

Desktop hardware components such as chips motherboards BIOS memory network cards media interfaces printers and other peripherals.

Personal computer technologies and operating systems.

Local Area Network and various network topologies/configurations.

Server operating system configurations and services and domain architectures such as: Windows Internet Name Service Dynamic Host Configuration Protocol Remote Access Service Internet Protocol addressing networking addresses printer queues and naming conventions.

Personal computer security threats and solutions.

Public Sector Health Services I&IT Cluster Ministry and Branch policies guidelines and directives for use and support of information technology and within recognized systems management practices and procedures to ensure compliance in all technical support and services provided to the CACC.

Knowledge of government Information Technology Infrastructure Library (ITIL) incident problem asset and change management practices project management and time management methodologies and clients business processes and requirements to recommend technical solutions which promotes the Ministry IT strategies and goals while also meeting business needs/priorities of clients.

CACC systems integration and interface requirements to support continued interoperability of all systems and services

Understanding of emergency health services including ambulance communications operations and practices associated standards policies and guidelines as well as interface with/delivery of other emergency communications services (e.g. police fire) in order to support communications and interface requirements within the context of the emergency services framework.

IT training techniques to participate and assist in the delivery of training to users and vendors and to develop training materials.

Systems and business operational disciplines and processes; skills in negotiation conflict and problem resolution change management and project coordination; current knowledge in new technologies and trends that may benefit emergency health services.

Current and emerging telecommunications systems technologies including voice data satellite information technology and radio telecommunication systems used in the CACC environment in order to provide technical expertise advice and troubleshooting support for communications systems within the assigned CACCs.

Telecommunications installation configuration testing and diagnostic procedures tools and equipment (e.g. wattmeter voltmeter tone generator GUIbased and DOS/Character based applications) and vehicle electrical systems relative to radio installations and problems to coordinate/perform installations configurations testing and maintenance as an onsite technical expert.

Knowledge of and can interpret and apply relevant sections of related legislation (e.g. the Ambulance Act Personal Health Information Protection Act).

NOTE

The resource will be required to travel to multiple dispatch centres/CACCs across the province to provide project support and coordinate/remediate the telephony training in order to implement the new PSRN solution.

Assignment Type: This position is currently listed as Hybrid as consultants will be required to work partly in the physical workplace and partly remotely. The details of this arrangement will be at the Hiring Managers discretion.
