Description
- Extension/Amendment Attestation: These resources will be acquired through the IT Source Resource Pool or VOR Competitive arrangement #Tender12075 Managed Service Provider for Contingent IT Resources and/or Successor VOR for services all ending April 5 2025. VOR #Tender12075 terminates April 5 2025 and has an option to extend for a further one year.
- The Statement(s) of Work (SOW) shall expire on April 4 2025. Extension(s) only allowed using unused days/funds left on contract. No additional funds will be added beyond maximum contract value and any extension options included in the original SOW.
- HSC will exercise its option(s) to extend the SOW for one year from April 5 2025 to April 3 2026 using unused days/funds left on contract. Such extension(s) will be allowable only if the Tender12075 Managed Service Provider for Contingent IT Resources is also extended for a further one year beyond April 5 2025 and be upon the same terms conditions and covenants contained in the SOW; otherwise an RFS under the Successor VOR will be issued for the services required after April 5 2025 to October 30 2026.
Responsibilities:
- Support the development of the Software Modules required by MOH & MLTC based on the ongoing healthcare funding policy changes such as the retroactive funding reimbursement to healthcare providers as the resettlement of Bill 124 Ontario Health (OH) OneTime Funding allocation COVID19 Prevention and Containment Expenditure Reimbursement funding Temporary Retention Incentive for Nurses other inyear funding allocation adjustments to the Ontario Health Service Providers and TPON Consolidation Directive for both MOH and MLTC.
- Provide handson software development expertise to create the new web forms and system modules required by the operation of MOH & MLTC
- Provide technical expertise with technologies including IIS Web Server Microsoft SQL Server ASP.Net VB.Net Web Form MVC Crystal Reports DevExpress and ASP.Net Cloud Computing to design and develop sound solutions to business requirement
- Install / configure / administer IIS web server and MS SQL server in distributed platform
- Identify the GAPs in the existing financial systems and identify best entry points to create Modules for MOH & MLTC
- Prepare the remediation plan to address the gaps conduct detailed system analysis on the existing financial systems and design a sound solution to satisfy business requirement
- Design and development develop and maintain system design models technical documentation and specification
- R&D for solutions proposal to rewrite/migrate onto Azure Cloud provide research and development to assist Ministries to move onto our next strategic platform: a common business solution platform using Azure Cloud Azure DevOps Power Apps Power Automate Power BI and the integration with online Office 365 and SharePoint Online to orchestrate realtime government business workflow changes to ultimately automate government business processes through extensive integration.

Experience and Skill Set Requirements
Public Sector Experience 5 points
- Demonstrated knowledge and experience with Public Sector governance methodologies (e.g. UPM architecture gating);
- Demonstrated understanding of Public Sector/ministries I&IT strategies plans policies directives best practices and standards to ensure compliance in the development coordination and implementation of projects.
Solution Design Experience 40 points
10 years of experience in the following:
- Designing and developing large complex provincial level financial allocation and payment tracking system using Dot Net Framework ASP.Net VB.Net Web Form MVC and using DevExpress components;
- Designing and developing business reporting using Crystal Reports SQL Server Reporting Services Power BI;
- UI/UX Design to comply with WCAG 2.1 or AODA;
- Building enterprise level software automation process using CI/CD pipelines and tool chains on DevOps platform.
Hands on Technical Experience / Knowledge Areas 30 points
10 years of experience in the following:
- Handson ASP.Net VB.Net Web Form MVC development experience install and configure MS IIS Dot Net Framework SQL Server environment;
- Handson experience with relational database design and development in MS SQL Server environment;
- Designing and developing RESTful web services JSON and XML;
- Project development experience with Azure Boards Azure Git and Azure DevOps;
- Designing and developing user authentication using MS Active Directory online or within corporate domain
