1. DESCRIPTION OF SERVICES
1.1. The coordinator shall provide Protestant Religious Education (RE) Coordinator services to the Hurlburt Field Protestant Community as defined in this Statement of Work.
1.1.1. The Protestant RE Coordinator will administer Protestant Religious Education to the Hurlburt Field Chapel community.
1.1.2. The Protestant RE Coordinators programs will ist in building a solid foundation for Christian doctrine spirituality piety and reflection upon life experience in the light of the Christian faith.
1.2. Oversight and Leadership
1.2.1. The Protestant RE Coordinator shall provide leadership in the design and implementation of programs for adults youth and children.
1.2.2. The Protestant RE Coordinator shall oversee Sunday school Bible Studies and all other RE opportunities.
1.2.3. The Protestant RE Coordinator shall recruit and train volunteers via workshops and meetings as required.
1.2.4. The Protestant RE Coordinator shall act as a liaison between parent and RE teacher as required.
1.2.5. The Protestant RE Coordinator shall ensure DoD safety requirements with every RE gathering in accordance with DoDI 1402.5 and AFI 52101.
1.2.6. The Protestant RE Coordinator shall understand and follow all Chapel Tithes and Offerings Funds (CTOF) procedures as outlined in AFI 52105 and local Operating Instructions (OIs).
1.3. Coordination
1.3.1. The Protestant RE Coordinator shall work with the Chapel Contracting Office Representative (COR) ensuring PWS compliance and validation of all igned duties.
1.3.2. The Protestant RE Coordinator shall be responsible for the weektoweek and special events coordination with the Wing Chaplain or designee.
1.3.3. The Protestant RE Coordinator shall coordinate with Chapel staff to provide the Protestant community with 30day advance notice of approved activities and programs.
1.3.4. The Protestant RE Coordinator shall request via email any necessary Religious Affairs Airmen and equipment support for all approved activities and programs.
1.3.5. The Protestant RE Coordinator will attend weekly staff meetings as directed by the Wing Chaplain or designee.
1.3.5.1. The Protestant RE Coordinator shall meet quarterly with the Wing Chaplain or designee.
1.3.6. If 1 SOW/HC is closed due to a scheduled or unscheduled event The Protestant RE Coordinator will be required to be on vacation compensatory timeoff or coordinate with the Wing Chaplain or designee to use an alternate work site.
1.3.6.1. The Wing Chaplain or designee shall approve any worksites not located at 1 SOW/HC for the benefit of the government before an alternate worksite is utilized. All work and tasks to be accomplished at an alternate work site will be coordinated with and approved by the Wing Chaplain or designee prior to utilizing any alternate work site.
1.4. Scheduling
1.4.1. The Protestant RE Coordinator shall develop and submit a yearly RE planning calendar to the Protestant RE Chaplain and Wing Chaplain prior to the June Financial Working Group (FWG).
1.4.2. The Protestant RE Coordinator shall ensure Religious Education curriculum is submitted to the Wing Chaplain or designee in a timely manner for approval and to accommodate the process of ordering CTOF RE materials.
1.4.3. The Protestant RE Coordinator shall arrive at the chapel at least 30 minutes early to prepare for the beginning of the Sunday RE cles and stay until all cles have ended.
1.4.4. The Protestant RE Coordinator shall attend the Protestant Parish Advisory Council meeting.
1.4.5. The Protestant RE Coordinator shall provide stated services based on a parttime estimated 25hour work week which shall include evenings and weekend programs. Work hours are to be coordinated in writing with the Wing Chaplain and/or the authorized designee(s). The total monthly hours worked shall not exceed 100 hours but weekly hours may vary depending on the needs of the Protestant RE program and with the prior approval of the COR.
1.4.6. The Protestant RE Coordinator shall visit each cl at least annually or as requested by volunteer teachers needing istance.
1.5. Deliverables
1.5.1. The Protestant RE Coordinator shall be responsible for the following deliverables. All deliverables must meet professional standards and contract requirements.
1.5.2. Reports
1.5.2.1. Monthly Air Force Chaplain Corps Activity Reporting System (AFCCARS) Report. The Protestant RE Coordinator shall submit a monthly AFCCARS report to the POC Chaplain or designee at the end of each month.
1.5.2.2. Weekly/ Monthly Attendance. The Protestant RE Coordinator shall provide a weekly/monthly attendance report to the COR or designee.
1.5.2.3. Special Project After Action Report. The Protestant RE Coordinator shall submit the special project after action report to the COR or designee within one week of project completion.
1.5.2.4. Travel Reports. Travel reports shall be completed following official travel to include conferences mission trips and retreats within five workdays of the travel completion. Travel reports may include but are not limited to:

1.5.2.5. Volunteer Report. The Protestant RE Coordinator shall organize and maintain a current roster of volunteers.
1.5.3. The Protestant RE Coordinator shall work collaboratively with the chapel staff to provide special programs such as Vacation Bible School Easter and Christmas programs.
1.5.3.1. The Protestant RE Coordinator shall advertise all activities and programs in 3 locations such as the base marquee social media and the Sunday worship bulletin. All publicity shall be coordinated with the Protestant Parish Coordinator.
1.5.4. The Protestant RE Coordinator shall keep an inventory of all RE material to include local audiovisual resources.
1.5.5. The Protestant RE Coordinator will organize two volunteer training events one to be offered in the Fall and one in the Spring. Topics to cover include but are not limited to protocols on facility utilization CTOF RE policies and resources.
1.5.6. The Protestant RE Coordinator shall plan events and consider ways to honor and recognize volunteers throughout the year.
2. QUALIFICATIONS
2.1. The Protestant RE Coordinator will be subject to federally mandated background checks in accordance with Department of Defense Instruction 1402.5 (Criminal History Background Checks on Individuals in Child Care Services).
2.1.1. The Protestant RE Coordinator shall submit a signed selfdisclosure statement. Any derogatory information found throughout the background check process may preclude the eligibility of the individual.
2.2. The Protestant RE Coordinator shall be willing and able to work in an eenical and interfaith environment.
2.3. The Protestant RE Coordinator shall have a Bachelors degree or four years of RE work experience.
2.4. The Protestant RE Coordinator shall be able to work flexible hours such as days evenings and weekends to accommodate special events and activities.
2.5. The Protestant RE Coordinator shall be functional in Microsoft Office Programs such as Outlook Word PowerPoint and Excel.
2.6. The Protestant RE Coordinator shall have leadership experience including volunteer recruitment and training.
2.7. The Protestant RE Coordinator shall be able to fluently read write and speak English.
2.8. The coordinator shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally the coordinator shall not employ any person who is an employee of the Department of the Air Force either military or civilian unless such person seeks and receives approval according to DoD Regulation 5500.7R Joint Ethics Regulation (JER). The coordinator shall not employ any person who is an employee of the Department of the Air Force if such employment would be contrary to the policies in AFI 64106 Air Force Industrial Labor Relations Activities. Coordinator employees shall follow all restrictions as stated in the AFI 52105 Vol IV Chaplain Service Contracts paragraph 1.6.
3. GENERAL RESPONSIBILITIES
3.1. Coordinator Support
3.1.1. Contract Manager. The coordinator shall provide a contract manager who shall be responsible for the performance of the work. This person is the contract employee/sole proprietor if the contract is awarded to a sole proprietor or other business entity with only one employee. The name of this person and an alternate or alternates who shall act for the coordinator when the manager is absent shall be designated in writing to the contracting officer prior to the contract start date. The contract manager or alternate shall have full authority to act for the coordinator on all contract matters relating to daily operation of this contract.
3.1.2. The coordinator shall provide technically qualified subcoordinator services and pay temporary subcoordinator of equal proficiency during absence.
3.2. Standards
3.2.1. Place of Performance. The Protestant RE Coordinator shall perform the required support at 1 SOW/HC located in BuildingCody Avenue Hurlburt Field FL 32544 or any designated alternate duty location per the COR.
3.2.1.1. The Protestant RE Coordinator shall be accountable for security and cleanliness of all facilities utilized in conjunction with RE programs and is responsible for ensuring the equipment used is properly maintained and returned to the appropriate storage areas.
3.2.2. Invoicing For Services. Invoices shall be submitted using Wide Area Work Flow (WAWF). The Protestant RE Coordinator shall submit to the POC Chaplain or their designate(s) for review and approval a list of all the hours worked the date(s) of work performed and the grand total hours aculated over a monthly period (effective the date of this contract). The Protestant RE Coordinator shall submit his/her time sheet log of hours worked to the Resource Advisor not later than seven (7) days after the completion of the unit of work (monthly). The POC Chaplain shall retain a copy of his/her approval/disapproval of the coordinators hours worked.
3.2.3. Dress/Appearance. The Protestant RE Coordinator shall present a clean and neat appearance. Coordinator shall not permit cut off shorts clothing with tears revealing clothing clothing with obscene or inflammatory designs slogans remarks or clothing resembling military attire.
