Job Description:
The Chief of Policy & Partnership Operations Officer V is a leadership role in the Mayors Office of Homeless Services overseeing policy partnership development and operational functions. This position is responsible for managing staff resolving complex issues and ensuring the efficient management of operations related to homelessness services.
Responsibilities:
- Staff Supervision: Oversee a team of staff providing direction and leadership to ensure effective delivery of homeless services.
- Policy Development & Oversight: Develop and implement policies related to homelessness services ensuring alignment with the Citys goals and regulations.
- Operational Management: Coordinate various organizational units ensuring effective planning budgeting and management of resources for homelessness services.
- Partnership Development: Foster relationships with external partners including community organizations and government agencies to enhance service delivery.
- Problem Solving & Strategic Planning: Address operational challenges recommend solutions and contribute to longterm strategic planning initiatives.
- Budget & Fiscal Management: Oversee the budgeting process ensuring appropriate fiscal controls and cost management across operations.
- Reporting & Compliance: Prepare reports ensuring compliance with laws regulations and organizational policies.
Qualifications:
- Education: Bachelors degree in business administration Public Administration Management or a related field from an accredited institution.
- Experience: At least 10 years of progressively increasing responsibilities with a minimum of 4 years of supervisory experience.
- Licenses: Valid Maryland Class C Noncommercial drivers license or an equivalent with eligibility to obtain a Baltimore City drivers permit.
- Knowledge & Skills:
- Strong knowledge of public administration management budgeting and fiscal controls.
- Ability to interpret and apply laws regulations and procedures.
- Experience in managing complex projects and teams with excellent communication and problemsolving skills.
- Ability to build effective relationships with city officials community groups and other stakeholders.
Additional Information:
- Background Check: A criminal background check and fingerprinting will be required for final candidates.
- Probation: The selected candidate will complete a mandatory 6month probation period.
- Residency & Financial Disclosure: Completion of an affidavit for political appointees and public officials along with a financial disclosure form is required.
