Job Description

Chief Medical Officer

  • Citizenship: U.S. Citizenship
  • Clearance Requirements: Tier 1 Background Investigation National Agency Check with Law and fingerprints. (Standard Form 85).
  • Type of Employment: 40 hours per week.
  • Period of Performance: One (1) year plus option years
  • Estimate Pay: $250000 to $260000 per year.

Summary:
The Chief Medical Officer (CMO) will provide expert medical consultation technical assistance and policy advice to Boulder County Public Health (BCPH). The CMO will oversee various health programs create and renew standing orders and collaborate with state and local officials to ensure the effective delivery of public health services. This role requires a strong clinical background and experience in public health to link key medical concepts to public health initiatives.

Mandatory Qualifications:

  • Medical degree (MD or DO) with board certification in Internal Medicine or Infectious Diseases. Other Board Certifications may be considered and approved by BCPH.
  • Current State of Colorado Medical License.
  • Certification as a Public Health Official (CPH).
  • Extensive experience in public health and clinical practice.
  • Strong background in communicable disease management and emergency preparedness.
  • Excellent communication and leadership skills.
  • Ability to work collaboratively with diverse stakeholders.

Required Knowledge Skills and Licenses:

  • Knowledge of public healthrelated federal regulations state statutes and local Board of Health rules.
  • Maintain confidentiality and adhere to HIPAA requirements.
  • Emergency preparedness training including National Incident Management System (NIMS) and Incident Command System (ICS) certifications.
  • Availability for 24/7 consultation.

Highly Desired Qualifications:

  • Experience in local or state public health.
  • Familiarity with Boulder County and Colorado public health systems.

Duties/Responsibilities:

  1. Environmental Health Division:
    • Collaborate with the Communicable Disease and Emergency Management (CDEM) division on relevant health issues.
  1. Family Health Division:
    • Create and renew standing orders for family health initiatives in collaboration with state and local officials (12 hours per year).
  1. Community Health Division:
    • Create and renew standing orders for Naloxone distribution in coordination with the CDEM division (12 hours per year).
    • Consult on youth reproductive health services (12 hours per year).
  1. Communicable Disease and Emergency Management (CDEM):
    • Harm Reduction Program: Create and renew standing orders for Naloxone distribution and oversee the Hepatitis C testing program (11 hours per year).
    • Immunization Program: Renew standing orders for existing ACIP vaccines and consult on new or modified vaccines (4 hours per year).
    • Communicable Disease Program: Renew standing orders and consult on communicable disease treatment and prevention including during outbreaks (minimum 36 hours per year).
    • Emergency Management Program: Advise on public health and medical issues during emergency responses and participate in preparedness activities (minimum 12 hours per year).
  1. Administration and Finance including Senior Leadership:
    • Business Operations Program: Attend monthly Board of Health meetings and present relevant information (2 hours per month).
    • Employee Health Program: Attend policy review meetings and review standing orders (6 hours per year).
    • Senior Leadership: Meet monthly with executive leadership to review health systems information and participate in quarterly meetings with hospital partners (20 hours per year).
  1. Strategic Initiatives Branch:
    • Communications Program: Serve as spokesperson for media requests and review community messaging as needed.
  1. Signatory as Licensed Physician of Record for Local Public Health Agency:
    • Review edit and approve BCPHs clinical protocols and procedures.
    • Conduct chart reviews as necessary including up to 10% of staff charts and up to 100% of new staff charts for the first three months.
    • Review protocols for clinical operations including treatments for communicable diseases.
    • Review and approve standing orders for harm reduction and immunization programs.
    • Review and approve CLIA and other regulatory compliance documents.
    • Provide recommendations on diagnostic and laboratory testing as needed.
    • Order antibiotics or other medications to prevent the spread of communicable diseases.
    • Consult with the employee health nurse and approve standing orders for employee health programs.
    • Authorize the use of the CMOs medical license and DEA registration for ordering pharmaceuticals.
    • Authorize the use of the CMOs NPI and Medicaid provider number for services rendered by RNs under standing orders.
    • Serve as the primary billing entity for clinical and billable home visiting services.
  1. General Functions and Duties:
    • Provide consultation technical assistance and policy advice to BCPH staff executive leadership and the Board of Health.
    • Consult on communicable disease surveillance prevention and control including during public health emergencies.
    • Offer medical guidance for BCPHs clinical and nursing programs.
    • Be available for staff consultation during business hours and emergencies.
    • Uphold BCPHs medical policies procedures and standards of care.
    • Collaborate with medical staff on client care including evaluation diagnosis treatment and immunizations.
  1. Advise and Educate:
    • Educate and advise the executive leadership and Board of Health on medical issues.
    • Support the Vaccines for Children (VFC) program and provide oversight for vaccine administration.
