Job Summary:
The Manager for Planning and Organization is responsible for leading and managing the planning coordination and delivery of the Signal Modernization Program for New York City Transit (NYCT) lines. This role involves overseeing the integration of longterm mediumterm and shortterm planning efforts ensuring that projects are aligned with the MTAs strategic goals.
Key Responsibilities:
Signal Modernization Program Planning:
- Lead the development and management of the Signal Modernization Program Plan for NYCT lines (ADivision and BDivision).
- Ensure alignment of longterm mediumterm and shortterm plans coordinating with various MTA departments to achieve seamless integration across different program components.
- Assist in building strategies to fulfill short and longterm goals for the Signal Modernization Program.
Program Integration:
- Work closely with the Signals and Train Control (S&TC) Business Unit (BU) the MTA C&D Planning Department and other relevant Agency units to integrate the Signal Modernization Program plan with construction systems enhancements rolling stock procurements and other key initiatives.
- Support project controls in the development of oversight methods reporting systems and performance tracking tools to ensure the program is on track and aligned with organizational goals.
- Monitor and report on key performance indicators (KPIs) to assess project progress identify issues and drive timely resolution.
Governance and Process Compliance:
- Assist the Senior Vice President of the S&TC BU in developing governance frameworks for the Signal Modernization Program to ensure all processes (including planning and procurement) comply with internal MTA standards policies and procedures.
- Ensure that all business processes meet relevant deliverables commitments and regulatory requirements.
- Integrate lessons learned from past projects both within the MTA and from national/international experience to continuously improve planning and delivery processes.
- Develop and maintain productive transparent relationships with key stakeholders including MTA executives elected officials community groups contractors and internal teams.
Organizational Development:
- Develop and maintain an organizational structure for the Signal Modernization Program that maximizes delivery performance and program outcomes.
- Support the creation of structures that secure alignment between the various parties involved in the program ensuring a cohesive coordinated approach.
- Work collaboratively with C&D Contracts and NYCT teams to ensure contract performance and compliance with deliverables.
- Prepare and deliver presentations for MTA executives elected officials community groups and other stakeholders clearly articulating program progress challenges and strategic recommendations.Ensure that all presentations reports and communications are clear professional and aligned with MTA s strategic objectives.
Qualifications:
- Bachelors degree in Engineering Transportation Planning Project Management or a related field. A Master s degree is preferred.
Experience:
- A minimum of 7 years of experience in transportation planning project management or a related field with at least 3 years of experience in a managerial or leadership capacity.
- Experience in managing largescale infrastructure or modernization programs preferably within the transportation sector.
- Strong understanding of project controls planning methodologies and performance tracking systems.
- Experience working with a wide range of stakeholders including public agencies contractors and community groups.
- Strong leadership and organizational skills with the ability to drive programs forward while ensuring alignment with strategic goals.
- Excellent communication and interpersonal skills with the ability to engage and influence diverse stakeholders.
- Expertise in risk management program integration and performance reporting.
- Familiarity with governance processes procurement methods and regulatory compliance in large public sector projects.
- Proficiency in Microsoft Office Suite (Excel Word PowerPoint) and project management software.
