Job Description

Roles and responsibilities

Supervise, monitor and control Roads, Civil Maintenance within the Directorate's demarcation within all areas of Dukhan Concession Area. Prepare tender documents for maintenance contract and service order, remedial and minor modification works. Maintain and update information on implementation of road maintenance repairing, codes, procedures and specifications for routine and non-routine maintenance. Analyse and control inspection findings and to assist preparation of budgetary estimates.

Project Design and Planning:
Design Infrastructure Projects: Develop design plans for civil infrastructure projects, including roads, highways, bridges, drainage systems, buildings, airports, and water treatment plants.
Site Analysis: Conduct site evaluations and surveys, analyzing the physical, environmental, and geological conditions to determine the best approach for construction.
Technical Drawings and Blueprints: Use engineering design software (e.g., AutoCAD, Revit, Civil 3D) to create technical drawings and blueprints for infrastructure projects.
Engineering Calculations: Perform detailed calculations to ensure that designs meet structural, environmental, and safety standards. This can include load-bearing capacity, soil stability, and water flow analysis.
Project Management and Coordination:
Project Management: Oversee and manage the day-to-day operations of construction projects, ensuring they are completed on time, within budget, and in accordance with design specifications.
Stakeholder Communication: Work closely with clients, contractors, architects, government agencies, and other stakeholders to ensure alignment on project goals, timelines, and specifications.
Cost Estimation: Prepare detailed cost estimates and budgets for projects, ensuring that costs are controlled and managed effectively during the design and construction phases.
Contractor Supervision: Supervise contractors and construction teams to ensure that work is performed according to plans, safety standards, and quality expectations.
Quality Control and Compliance:
Quality Assurance: Monitor construction work to ensure that all projects meet the required specifications and quality standards. Perform inspections and tests on materials and work completed to ensure compliance.
Compliance with Codes and Regulations: Ensure that designs and construction meet all relevant local, national, and international standards and regulations, including building codes, environmental standards, and safety regulations.
Environmental Impact Assessments: Assess the environmental impact of construction projects and recommend sustainable solutions, including waste management, energy efficiency, and water conservation.
Risk Management and Safety:
Safety Protocols: Develop and implement safety protocols for construction sites and oversee the enforcement of these protocols to protect workers and the public.
Risk Assessment: Identify potential risks in the design or construction process and work to mitigate them. This may involve designing for seismic or flood conditions, ensuring structural integrity, and implementing emergency measures.
Site Inspections: Perform regular site inspections to ensure safety standards are followed and to identify potential hazards or deviations from the approved plans.
Infrastructure Maintenance and Upgrades:
Maintenance Planning: Develop and implement maintenance schedules and plans for infrastructure systems to ensure their long-term functionality and safety.
Renovation and Upgrades: Plan and execute renovations, upgrades, or expansions to existing infrastructure to meet evolving needs or to replace aging systems.
Failure Analysis: Investigate infrastructure failures or damage, analyzing the causes and recommending corrective actions to prevent similar issues in the future.


Desired candidate profile

Good knowledge of written and oral English language.

• 12 years experienced in Roads & Civil Construction.

• Proven knowledge of contractor supervision and contract administration.

• High degree of proficiency in MS office applications and its updates.

• Demonstrate a working knowledge of international civil engineering and safety standards.

• Demonstrate a working knowledge of Quality Management principles and practices.

• Good knowledge in planning maintenance activities.

• Computer literate in mainstream office products and should have had exposure to online management, document and maintenance systems including SAP.
Technical Skills:
Design Software: Proficiency in design software such as AutoCAD, Revit, Civil 3D, ETABS, STAAD.Pro, SAP2000, or ArcGIS for creating models, drawings, and plans.
Engineering Analysis: Ability to perform complex calculations related to structural load, soil stability, water flow, and environmental impact.
Knowledge of Materials: Understanding of construction materials, such as concrete, steel, asphalt, and their properties, uses, and limitations.
Soil and Foundation Engineering: Knowledge of geotechnical engineering principles, including soil testing, foundation design, and soil mechanics.
Project Management:
Budgeting and Cost Management: Strong ability to manage budgets, develop cost estimates, and monitor project expenses.
Scheduling: Experience with project scheduling tools (e.g., MS Project, Primavera P6) to create timelines, track project progress, and ensure on-time completion.
Contract Management: Familiarity with construction contracts, procurement processes, and negotiating with contractors and suppliers.
Problem-Solving and Critical Thinking:
Troubleshooting: Ability to identify and resolve technical issues that arise during the design, construction, or maintenance of projects.
Innovative Solutions: Developing creative and effective solutions for complex engineering challenges, such as limited space, site constraints, or environmental concerns.
Communication and Collaboration:
Interpersonal Skills: Ability to work effectively with diverse teams, including other engineers, architects, contractors, and clients.
Report Writing and Documentation: Strong writing skills to create clear and comprehensive technical reports, proposals, and project documentation.
Presentation Skills: Ability to present technical information to non-technical stakeholders in an understandable and engaging manner.
Attention to Detail:
Accuracy: A high level of attention to detail to ensure all designs are precise, well-documented, and compliant with safety and regulatory standards.
Multitasking: The ability to handle multiple aspects of different projects at the same time, balancing deadlines and priorities effectively.
