ACCOUNTABILITIES:
- The job holder is accountable for the following activities during the project execution:
- To ensure the performance of the Contractor Subcontractors and Construction Yards is achieving the Project Quality requirements.
- To coordinate all Quality Control activities during construction activities.
- To ensure application of NOC Technical Referential and relevant local and international codes.
- To ensure that Quality requirements are well established and implemented by the Contractor during yard fabrication construction and loadout/sea fastening works.
- To provide necessary information to Construction and PreCommissioning Team.
- To assist other technical disciplines in the implementation of Quality Requirements.
- The CPP Jacket QC Superintendent has a hierarchical link to the CPP QA/QC Lead. He/she has a Functional Link to MP Welding Engineer MP NDT Specialist and others Technical Specialists for all technical matters involving quality control activities.
- Whilst having a direct hierarchical link with CPP QA/QC Lead the CPP Jacket QC Superintendent will be integrated into Package. Therefore the CPP Jacket QC Superintendent will also report to COMPANY Site Representative on a day to day basis.
JOB DIMENSIONS:
- The CPP Jacket QC Superintendent is mainly responsible for the readiness and construction yard activities related to Quality Control Material Inspection Welding NDT Coating Dimensional and Testing.
ACTIVITIES:
- To promote & comply with applicable safety instructions and other COMPANY HSE procedures in all activities.
- To carry out work in compliance with COMPANY values and policies relevant laws and regulations agreed COMPANY priorities and objectives COMPANY standards and procedures and good industry practices.
- To treat all information obtained during course of the work with confidentiality.
- To review and approve the Quality Documentation applicable to yard construction issued by the Contractor and Subcontractors through MANASA (EDMS).
- To implement the QC activities based on the criticality assessment.
- Coordinate the QC activities during construction at Contractor yard and during Offshore Hookup.
- Participate in the establishment and implementation of a suitable Audit Program to cover Contractor and Subcontractors yards main critical processes.
- Manage all Company quality inspections related to material welding NDT and coating/painting activities.
- Review and approve the material certificates.
- Ensure that material welding and NDT traceability system are maintained throughout the fabrication process.
- Ensure that there is no backlog for inspection performance reporting and data base update.
- Review and approve the different inspection reports issued by the Contractor.
- Witness inspection activities based on the Quality Control Plan (ITP).
- Ensure that Contractor is performing dimensional control activity during fitup of structural element and validate the dimensional control reports.
- Ensure that construction verification activities by the Certifying Authority are in line with Contract requirement.
- Issue NonConformance reports or review Contractor NonConformance reports and validate dispositions.
- Issue or participate in the issuance of CMS Deviation applicable to yard Quality Control Activity.
- Be the leader in the implementation of the change management process (DEV/TQ/CON) at construction yard level.
- Implement continual improvement processes (Reporting KPI Lessons Learned Close Out Report).
- Participate in the weekly meeting and in the issuance of weekly report and KPIs.
- To understand and ensure OPERCOM (ICAPS) philosophy implementation at construction yard for various precommissioning including punch list management.
- In coordination with Head Projects QA/QC participate in Contractor investigations of significant Quality failures. Ensure proper root cause analysis of Contractor Quality failures is undertaken and conclusions are reached and corrective actions undertaken.
- Review and validate manufacturing records books.
- At the end of the mission issue REX report and Lesson Learned to capture feedback regarding QC issues met
- during Fabrication and HookUp.
QUALIFICATIONS & EXPERIENCE REQUIRED:
- Qualification:
- Education to HND/BTS level or COMPANY approved equivalent in engineering discipline.
- Welding certified to AWS CWI CSWIP Grade 3.2 or EWIP/IWIPC or COMPANY approved equivalent.
- Professional Experience (number of years): 15 years of experience associated with Quality Control coordination of quality activities within Construction yard Hookup BrownField projects of offshore facilities (jacket/topsides/bridges) in the Oil and Gas Industry.
- A good knowledge of NOC Standards and International codes/standards related to design fabrication and inspection.
- Comprehensive knowledge in welding material corrosion and NDE.
- Good leadership skills and good communication skills.
- Ability to work on projects in a complex and multicultural environment.
- Be skilled in using computer programs for word processing database management spreadsheets and email communications.
- Familiar with PRODOM/MANASA.
- Language: English mandatory.
- H2S OPITO and TBOSIET training.
