Job Title: Strategic Consultant MES Modernization (Remote)

Are you an experienced consultant with a passion for modernizing Medicaid systems We are seeking a Strategic Consultant to support a Medicaid Enterprise System (MES) modernization initiative. This role involves collaborating with multiple contributors providing strategic guidance and leading the development and implementation of action plans that align with modernization goals. Key Responsibilities:

• Build relationships and conduct interviews with key stakeholders to gather feedback for improving work products related to the MES modernization effort.
• Facilitate meetings and strategic discussions utilizing insights to guide the modernization process.
• Listen in on MES planning meetings identify themes and opportunities and provide recommendations for new ways of working aligned with the modernization strategy.
• Lead the creation and execution of an action plan to implement the MES modernization strategy.
• Develop outcomes aligned with Medicaid business priorities (such as equity) and establish baseline measurements to track improvements as the strategy is implemented.
• Provide leadership in creating and executing a communication plan for modernization efforts.
• Guide the alignment of the MES modernization strategy with broader organizational initiatives including Agile methodologies and Productfocused operations.
• Support the Redesign for an Agile Medicaid Program (RAMP) team to align with the new ways of working under MES modernization.
• Collaborate with change management staff to ensure modernization efforts align with the overall strategy.
• Actively engage with other modernization efforts within the Agency and offer guidance on risks and alignment.
• Facilitate the development of substrategies for areas such as procurement staffing outcomes management and system integration.

Qualifications:

• Minimum of 5 years experience providing consultation and guidance to a State Medicaid program.
• At least 3 years experience in supporting the creation of strategies for modernizing systems and technology.
• Proven experience in strategy planning facilitation and interviewing.
• Ability to build consensus and collaborate across organizations to gather requirements.
• Strong leadership abilities including the ability to establish project timelines and track milestones using appropriate tools.
• Familiarity with Medicaid HIT standards such as data interoperability.

Desired Skills:

• Experience with Product and Agile methodologies.
• Demonstrated success in change management.
• Ability to engage with senior stakeholders and navigate complex organizational landscapes.
