Our client is looking for a talented individual to join their team and assist with outsourced planning monitoring and evaluation services to support the Planning Monitoring and Evaluation Manager with routine and nonroutine tasks.
Key Responsibilities
1. Monitoring and Evaluation Strategy Framework System and plans
- Design the M&E Framework and other tools to enable accurate monitoring and evaluation of projectsprogrammes and initiatives.
- Build and maintain a highquality M&E database to allow for accurate tracking of projects programmes and initiatives.
- Assist in developing M&E policy and procedure documents as well as streamlining processes to increase efficiency and effectiveness.
- Build M&E capacity and knowledge within the organisation.
- Support other departments to implement M&E plans effectively through ongoing engagement developing customised tools capacity building interventions and providing assistance as necessary.
- Develop monitoring and evaluation plans for the entire organisation in line with the relevant frameworks and best practice.
2. Monitoring and evaluation impact analysis
- Support the collection and analysis of quantitative and qualitative data to ensure completeness and accuracyproviding data supervision
- Analyse and interpret the data to reach an opinion about the impact of the project programme initiativen under investigation.
- Provide inputs into other research undertakings by sourcing and collecting relevant data and information.
- Evaluate performance information against the overall criteria of usefulness and reliability.
- Identify and provide M&E insights and recommendations based on data received tracked and interpreted.
3. Monitoring and Evaluation Organisational Performance Monitoring
- Collate organisational performance information results to monitor organisational performance against the organisations Strategy Annual Performance Plan and Annual Operational Plan.
- Provide technical guidance to the Projects Manager the Provincial Projects Coordinator and the Learning Programmes Practitioner.
- Coordinate and analyse organisationwide monitoring and evaluation reviews to assess progress against predetermined objectives and other organisational standards.
- Perform data analysis and data validation.
- Identify discrepancies and determine the root cause.
- Communicate root cause for correction and tracking processing.
- Identify and recommend systems and process improvements.
- Identify historical data gaps and errors and implement processes to address these.
- Diagnose and troubleshoot database errors.
- Oversee the process of compiling the QPR according to the SOPPRMPM001.
- Reconcile data submissions (quarterly performance reports Management Information Systems (MIS) Sector Education and Training Management Information System (SETMIS) flat files Department of Higher Education andTraining (DHET) comprehensive report and keep adequate records for audit purposes.
- Facilitate the implementation of remedial action as and when required.
- Evaluate the usefulness of the reported performance information to determine whether it is presented in accordance with the National Treasury s reporting principles and whether the reported performance is consistent with the planned programmes.
- Evaluate test and confirm the usefulness of planned and reported performance information in accordance with the identified performance management and reporting framework.
- Implement recommendations from stakeholders
4. Analysis of data for intelligence
- Develop terms of reference and coordinate service provider selection processes for M&E related activities as necessary.
- Manage any appointed service providers for M&E related activities ensuring delivery according to Service Level Agreement (SLA).
- Develop M&E reporting templates and reports to effectively communicate findings and insights.
- Develop organisational M&E trend reports to guide future and current social investment strategies.
- Ensure feedback and progress reports are compiled according to expected timeframes.
- Prepare the quarterly and annual performance information reports:
- Compile and submit the EWSETA QualityManagement Report (QMR) to DHET on the 15th day after the end of the quarter via SETMIS according to the SOPPRMPM001.
- Compile the organisations QPR via the eQPRS report (1 20 of July; October; January; April).
- Submit QPR to relevant internal stakeholders.
- Audit performance information for reports in accordance with the performance management and reporting framework.

Requirements
Experience Requirements:
- 4 years: Proven experience in a Monitoring & Evaluation Specialist role.
- 24 years: Relevant experience in monitoring and evaluation or related fields.
- Less than 2 years: Emerging professionals with a strong foundation in M&E principles are encouraged to apply.
Qualifications Requirements:
- Master s Degree (NQF Level 9) or equivalent in a relevant field such as Monitoring and Evaluation Social Sciences or Development Studies.
- Honours Degree (NQF Level 8) in a related discipline.
- Bachelor s Degree (NQF Level 7) in a relevant field
Experience: 4+ years: Extensive experience in a Planning and Strategy Specialist role. 2-4 years: Relevant experience in strategic planning or related fields Qualifications: Honours Degree or equivalent (NQF Level 8) in a relevant field such as Business Management, Public Administration, or Education Management.
