Job Description
Job Summary
The objective of this ignment is to build the capacity of the customer in leveraging artificial intelligence (AI) driven approaches for strategic foresight to inform the various development strategy of the Government. These approaches will be integrated to support effective scenario planning by identifying emerging trends potential disruptions and opportunities. The AI expert will collaborate with the Strategic Foresight Expert to achieve these objectives.
Responsibilities & Duties
AI Model Development and Deployment
Collaborate with the Strategic Foresight Expert to ensure the AI models and tools are aligned with strategic foresight odologies and overall objectives of the national development plan.
Identify and gather relevant datasets from diverse sources including economic social and environment data.
Aim is to manage resource capabilities so as to tackle the various economic social and environmental data.
Develop AI models capable of trend ysis scenario planning and predictive ytics.
Utilize machine learning algorithms to detect signals scan horizons identify patterns yse correlations to generate potential future scenarios.
Create AIDriven simulations and scenarios to explore potential futures test policy options and evaluate their implications for national development.
yse the impact of various scenarios on key development indicators.
Participate in meetings to integrate AI outputs into foresight activities.
Reporting and Visualizations
Develop comprehensive reports and visualizations to communicate AIdriven outputs to stakeholders.
Present findings and recommendations to decisionmakers in an accessible and actionable manner.
Capacity Building
Provide training and knowledge transfer to relevant government staff on the use of AI for strategic foresight and scenario planning.
Develop guidelines and best practices for integrating AI into strategic planning processes.
Institutional Arrangements
The consultant reports directly to the Development Research Institute Ministry of Planning and Investment Government of LAO.
We will not provide any of the following facilities.
Office for the Consultant (as it is work from home ignment)
IT equipment (PC/Laptop/Internet)
Any other technical equipment to execute the daytoday activities from home.
Any travel expenses shall be reimbursed against written prior approval of the customer s designated officer.
Deliverables
1. An inception report with the proposed odology; Final draft of the odology with feedback from stakeholders incorporated. (Budgeted effort: 7 days by 11th November 2024 with 15% of payment)
2. Data Collection and Integration. (Budgeted effort: 20 days by 29th November 2024 with 20% of payment)
3. AI model development scenario planning and simulation (refer to earlier comments on development). (Budgeted effort: 30 days by 20th February 2025 with 20% of payment)
4. Reporting & Visualization (Budgeted effort: 7 days by 6th March 2025 with 20% of payment)
5. Capacity building including development of training material and guidelines (Budgeted effort: 9 days by 20th March 2025 with 25% of payment)
Essential Ss
Advanced degree i.e. minimum master s degree in artificial intelligence data science technology policy or a related field. PhD an et.
Proven experience in developing and implementing AI models and tools.
Strong knowledge of AI odologies machine learning and data ysis techniques for strategic foresight and scenario planning.
Experience working with the Government Agency.
Strong ytical ss and ability to synthesize complex information into actional insights.

Demonstrated ability to work in a collaborative and consultative manner good networking and capacity to deal well with people.
Highly preceptive adaptive and result driven.
Excellent working knowledge of written and spoken English is required.
Knowledge of the LAO language is an advantage.

Have you been arrested indicted or summoned into court as a defendant in a criminal proceeding or convicted fined or imprisoned for the violation of any law (excluding minor traffic violations) If yes give full particulars of each case in an attached statement. Statement of Health
The selected contractor will be required to provide proof of insurance coverage as stated in the Statement of Health herewith attached prior to contract signature.
