The European Parliaments Secretariat ists the European Parliament (EP) so its Members and political organs can carry out their activities effectively. The European Parliaments Secretariat has implemented structured Risk Management in order to improve strategic decision making increase operational effectiveness and set up riskbased Internal Control arrangements. The Directorate General for Innovation and Technological Support (DG ITEC) provides the European Parliament with information and communications technology (ICT) services and has developed a Risk Register (RR) including Internal Controls and Action Plans in order to comply with the Risk Management (RM) of the European Parliament. This RM states that each Directorate General (DG) is to systematically yse risks in relation to its main activities at least once a year draw up appropriate action plans to address them and ign staff responsible for implementing those plans. Within DG ITEC the Cybersecurity threats risks monitoring and reporting data protection compliance Unit (SECRISK Unit) is in charge to improve DG ITECs resilience by supporting DG ITEC services in embedding a Risk Management by design approach into technical practices (including operations and projects). SECRISK Unit will coordinate and ensure the maintenance of (to keep uptodate) the DG ITECs Risk Register including the identification of opportunities and threats the essment and recording of the risks the list of the existing controls and action plans as well as the follow up of those action plans until completion.

Tasks

The following tasks following indications provided by the SECRISK Unit as required will be requested when performing this mission:

• Support in the SECRISK Units exchanges with DG ITEC services which may include: o istance in the preparation organization and followup of meetings; Drafting of meeting notes to be validated by participants which will be used for the followup of the DG ITEC services exercises; Examining keeping a track on changes (in doents exchanged during meetings and other correspondences) and reporting of these changes to the SECRISK Unit. o Carrying out followups of cybersecurity studies.
• Support in the SECRISK Units followup of DG ITEC cybersecurity essments which may include: o Preparation of forms to collect the required information; o Collection from DG ITEC services of the required information; Checking completion of the collected

information; o Keeping a monitoring of correspondences until all required information is collected while monitoring the deadlines; o Production of regular state of plays to the SECRISK Unit on the collection progress; o Technical verification of the progress achieved; o Preparation and implementation of targeted tests; Compilation and archiving of test results o istance in the ysis and review of the compiled information visvis the objectives of the DG ITEC followup risk management exercise;f o Doentation and archiving of this information in a Risk Register; Maintenance of the archived information which will have to be ready for consultation at any time.

• Support in the SECRISK Units reporting of DG ITEC Risk Management which may include: o istance in the drafting transmission and review of reports (including communications and presentations); o Doentation of the decisions made following the reports; Drafting cybersecurity recommendations; Ensuring the followup of cybersecurity

recommendations; o Ensuring close collaboration with interlocutors on the status of the followup recommendations.

• Support in the SECRISK Units in updating core doents which may include:

istance in the preparation and maintenance of Risk Register (RR); o istance in the followup of actions of Action Plans (APs) defined in the RR.

• Acts as a technical consultant on information security incident investigations and forensic technical yses. o istance in the drafting transmission and review of reports (including communications and presentations); Doentation of the decisions made

following the reports; o Drafting cybersecurity recommendations; o Ensuring the followup of cybersecurity recommendations; Ensuring close collaboration with interlocutors on

the status of the followup recommendations.

Requirements

Educational qualifications:

• A level of education corresponding to a Masters degree

• At least one ICT Security professional certification is also

  Professional expertise:

At least six years of professional relevant experience including:

• Three years experience related to ICT security management (e.g. ISMS implementation policy management development of security policies and standards); and

• Two years experience as a team leader or project leader for major securityrelated

  Language ss:

• Very good knowledge of both written and oral English (proficient user C level according to the Europ

Other specific expertise:

The following additional administrative technical and management competencies are required for this profile:

• Excellent organizational ss ability to work with minimum supervision and be committed to excellence and quality service delivery;
• Ability to generate reports and written ysis on complex and multidomain security topics both at high and technical levels;
• Be available for managing unplanned events and work under pressure occasionally outside the normal working hours in case of severe security incidents;
• Excellent communication ss ability to lead multilingual meetings and to do presentations to managers technical staff and also endusers in the context of user awareness activities;
• Leadership autonomy and commitment to increasing maturity;
• Excellent team player and ability to coordinate other experts
