PURPOSEOF THE POSITION
Incumbent works for the Division of Trauma and Injury Prevention at the Indiana Department of Health (IDOH) on analysis of data related to Indiana s trauma system. Incumbent reports to the Surveillance and Evaluation Director IDOH Division of Trauma and Injury Prevention. The incumbent seeks to improve trauma care across the spectrum of trauma system activities by focusing on all aspects of the statewide trauma data collection and analysis including trauma registry and emergency medical services (EMS)data.
DUTIESAND RESPONSIBILITIES
Conducts general analysis of traumarelated data; serves as project lead as assigned.
Performs and documents procedures for data preparation including record linkage data cleaning standardization analysis and interpretation;
Works with Trauma System Epidemiologist to improve quality accuracy and timeliness of data submitted to the Indiana Trauma Registry;
Queries and analyzes trauma registry and related data (e.g. emergency medical servicesEMS data) for data requests as necessary in conjunction with the Data Release Committee;
Applies principles of good ethical legal and public health practice as they relate to data reports design and data collection dissemination and use;
Provides operational support for the database to the Division ensuring data integrity database availability and performance;
Develops integration of database systems through standardized database design techniques;
Develops data collection and evaluation methodologies including format design project criteria and requirements data compilation relevancy and usage;
Incorporates interpersonal skills in communication with agency personnel colleagues and the public;
Collaborates with trauma stakeholders for best practices in data analysis and effective data reporting;
Some travel may be required;
Performs related duties as assigned.
JOB REQUIREMENTSBachelor s degree in Health Data Analysis/Management Statistics Public Health(Epidemiology/Biostatistics) Epidemiology or related field of study required; Master s degree preferred.
Experienced with SAS R Python or other relevant statistical software and statistical procedures including data cleaning running descriptive statistics and full analyses;
Experience with Tableau and other data visualization software;
Working knowledge of epidemiological methods study design and analysis needed with an understanding of both qualitative and quantitative data.
Ability to manage multiple projects and priorities;
Possess significant process and people skills to appropriately perform the duties of the position;
Ability to query trauma databases including Indiana Trauma Registry;
Ability to translate trauma data requests into descriptive summaries and appropriate statistical tests;
Ability to work closely with colleagues to identify datarelated problems and to provide quality customer service;
Ability to communicate effectively both orally and in writing;
Ability to teach others how to submit data to a registry and respond to stakeholder questions;
Ability to analyze communicate and recommend future needs and direction for agency s data processing software/hardware environment specifically related to trauma data needs;
Ability to ensure that complex diagnostic structure logic performance and tuning procedures relative to the operating system are performed;
Demonstrated ability to lead strategically;
Expert in the collection and use of data and skilled in working with data for data analysis purposes;
Knowledge of relational database and data warehouse design techniques and dimensional modeling processes;
Knowledge of computer hardware/software capabilities and configurations;
Knowledge of specialty area(s) of database administration and/or system software such as communication storage management operating systems or capacity planning;
Previous experience working with health care databases is preferred;
Working knowledge of MS Office Suite including Excel Word and PowerPoint.
DIFFICULTYOF WORK
Incumbent uses judgment in selecting the guidelines to follow but also relies on the direction of the Surveillance and Evaluation Director. Work is broad in scope and requires indepth analysis of multiple variables to fit various circumstances of a medium to complex enterprisewide system.
RESPONSIBILITYIncumbent exercises professional judgment in situations requiring sensitivity and/or confidentiality. Incumbent works closely with higherlevel staff and/or management to outline general objectives and boundaries that incumbent will follow to meet the requirements of the agency. Unusual problems or deviations from guidelines or practice are discussed with the Surveillance and Evaluation Director.
General goals objectives and problems affecting agency policy and practices are discussed with superiors but incumbent utilizes own initiative in performing and data analysis of the Indiana Trauma Registry and other data sets. Generalmethodology and handling of procedures are at the discretion of the incumbent.His/ her work is reviewed by superiors concerned for compliance with policy andagency program goals.PERSONAL WORK RELATIONSHIPSIncumbentworks primarily with personnel from within the agency including divisionstaff other state agency staff EMS providers hospital employees and othersfor the purpose of analyzing trauma registry data. Contacts are for the purposeof informing gathering information and interpreting that information to arriveat appropriate solutions provide technical expertise and coordinate workflow.Contacts can involve persuading and negotiating to accomplish mission whilemaintaining good client relations.
