Job Description

Position: Oracle DBA

Duration: 5 years will include a 2year option to renew another 2year option

Location: New York (Remote (Onsite location if and/or when requested by the project manager as requested)

Experience and Expertise:

The selected Consultant will have a sufficient level of experience to achieve the objectives set forth including:

  • Consultant will have a minimum of ten (10) years of substantial and successful knowledge and experience with providing the same or similar services as those required in this MiniBid including an overview of Consultants business and/or the number of years in business.
  • The Consultant will have demonstrable successful experience as an Oracle Weblogic Server Administrator to Fortune 500 companies or other government entities.
  • The Consultant will have education and experience as specified in Section VIII(C).

PROJECT BACKGROUND

The New York City Pension Fund (Fund) currently operates a critical application workload on a virtualized infrastructure powered by VMwares ESXi hypervisor. The application stack primarily consists of Linux Red Hat servers running versions 8 serving various purposes including web hosting database management internal services.

Many of these servers are Oracle Weblogic Servers running version 12.2.1.4.0. There are 7 Oracle Environments (Production Disaster Recovery Staging Uat Development Testing and Training) all running Red Hat Linux v8.Within these environments there is a total of 31 Oracle Weblogic Servers over 60 servers in total.

The Fund also maintains a critical legacy system hosted on a windows (2019/202 Servers) environment running on Oracle as well.

There are several database servers and three Oracle Weblogic Servers running version 12.2.1.4.0.

The current setups face challenges related to performance bottlenecks security vulnerabilities and resource misallocation. To address the above the Fund is seeking services described herein to meet the needs.

Scope of Work and Requirements:

Introduction

The Consultant will be responsible for providing technical expertise in the management maintenance and support of the Oracle WebLogic Servers on both Red Hat Linux v8 and Windows 2019/2022 Server environments. The ideal candidate must have a strong Red Hat Linux background and be well versed working with Windows. This role aims to ensure the stability security and optimal performance of all critical services and applications running on these servers. Any work product developed for implementation by the Consultant shall be subject to approval by the Funds project manager.

Responsibilities / Objectives:

  • Performance Optimization: Identify and address performance bottlenecks within the Oracle WebLogic Servers to ensure smooth and responsive application performance for endusers. Monitor system performance troubleshoot issues and implement corrective actions as required. Strong knowledge of Oracle WebLogic Server architecture and administration. Strong knowledge of Oracle WebLogic Server architecture and administration.
  • Automation and Scripting: Proficiency in scripting languages like bash and WLST.
  • Backup and Recovery Strategy: Develop a comprehensive backup and recovery strategy to safeguard critical data enable rapid recovery in case of failures and conduct periodic recovery drills. Test and validate disaster recovery strategies to ensure business continuity.
  • Monitoring and Alerts: Work with the Funds Information Technology (IT) team to set up proactive monitoring using tools to track database health resource usage and other vital parameters. Configure alerts for immediate issue identification.
  • Documentation and Knowledge Sharing: Maintain uptodate documentation
  • outlining server configurations security protocols recovery procedures and overall infrastructure architecture. Collaborate with the Funds IT team to share knowledge and best practices.
  • Capacity Planning: Analyze historical usage patterns and forecast future resource requirements to facilitate informed decisions about scaling the infrastructure.
  • Incident Response and Problem Resolution: Provide advanced technical support and troubleshooting for escalated incidents and complex problems. Conduct root cause analysis and implement permanent solutions to prevent recurrence.
  • Collaboration and Communication: Collaboration with crossfunctioning teams including internal Network Engineers Red Hat Consultants Developers and Security professionals to achieve operational objectives. Communicate technical effectively to both technical and nontechnical stakeholders.
  • Patching and Maintenance: Install Patches and Upgrade Java on a quarterly basis. Work with PPF staff / Management and various consultants to setup schedules and downtime for the servers. Patching the servers will include coordination with PPF DBA staff network administrators and RedHat Consultants to patch all the other servers in the environment when the Weblogic Servers are being patched. The servers are patched in the following manner:
  • A VMWARE snapshot (backup) must first be taken of all the servers.
  • The Red Hat OS is patched first on all the Servers.
  • Once the OS is patched the Database Servers are patched by the DBAs with the latest Oracle Database patches.
  • The Weblogic servers are patched last with the latest/recommended Weblogic patches include the latest Java version.

Qualifications and Experience:

Education: A Bachelors/Masters degree in computer science in Information Technology

Technical Skills: Proficiency in Oracle WebLogic Server administration is essential. This includes:

  • Installation configuration and maintenance of WebLogic Server instances.
  • Software updates/upgrades and patching
  • Deployment and management of applications on WebLogic Server.
  • Performance tuning and troubleshooting.
  • Security administration and implementation of best practices.
  • Knowledge of scripting languages (e.g. WLST Jython Bash) for automation tasks.
  • Quarterly updates of Certificate and WebLogic user passwords for bendev and dbfs accounts.

Oracle Certifications: While not mandatory the following certifications are desirable:

  • Oracle Certified Professional (OCP) Oracle WebLogic Server 12c Administrator
  • Oracle WebLogic Server 12c: Administration I and II certifications

Experience: Handson experience is crucial. The Fund is seeking candidates with:

  • 10 years of Proven experience in administering Oracle WebLogic Server in enterprise environments. Version 12.2.1.3.0 or higher.
  • 10 years of Experience with clustering load balancing and high availability configurations.
  • 10 years of Familiarity with integrating WebLogic Server with other Oracle products and thirdparty applications.
  • Incident management and resolution skills including oncall support if required.
  • 10 years of experience with REDHAT
  • 10 years of experience working with Windows Servers
