Job Description

REQUIREMENTS AND DUTIES OF LDTS

For Package B the Consultant shall appoint a Large Diameter Tunnel Specialist (LDTS) to carry out review of design and method statements on site inspections audits investigation and submitting findings of safety incidents and other associated services in relation to large diameter tunnelling works.

The LDTS shall support the Consultant in liaising and coordinating with the Authoritys Consultant Contractor(s) Interfacing Contractors Instrumentation and Monitoring (IM) Contractor(s) QP(D) and AC including attend meetings discussions give presentations/briefings to the Authority and/or other authorities and agencies to obtain approval to commence Works and/or whenever required;

Scope of the LDTS shall include but not limited to the following:

a) To provide specialist review of method statements daily reports records of installation instrumentation reports performance of all plants and equipment and any other associated submissions.

b) To review the design and fabrication reports of the large diameter TBM

and ancillary plants

c) To audit the Large TBM compliance with the design and provide specialist review during the Factory Acceptance Test (FAT) at the manufacturers factory overseas

d) To attend and provide specialist review on TBM plant setup and Site

Acceptance Test (SAT)

e) To review tunnelling parameters and instrumentation results throughout the period of tunnelling and to provide comments and recommendation where required

f) To attend technical safety and site meetings that require his advices and decision in relation to large diameter tunnelling works

g) To attend any other meetings as required by the Authoritys Project Management Team to resolve coordination technical cost and other workrelated issues

h) To provide monthly and final wrapup review of TBM performance in relation to design tunnelling operation parameters including modifications made to TBM & ancillary plant processes troubleshooting comments & recommendations and

i) To assist in the submission of reports as stated in TOR.

During the period upon 1 month from commencement of Civil Contract to

Preparation & Commencement of Bored Tunnelling The LDTS shall provide support to the Consultant for the review of all the submissions related to tunnelling work. The submissions include but are not limited to the TBM and STP design site utilization plans ground improvement work tunnel temporary ventilation compressed air system face pressure and any other tunnelling method statements. The same specialist should be engaged for the entire service unless otherwise accepted by the OIC.


DOCUMENTATION REPORTS AND RECORDS

The Consultant shall prepare and submit reports to the OIC using the stipulated format found in Appendix F of the TOR. The Consultant shall keep and maintain good written reports that provide complete and accurate descriptions of the construction work and all pertinent conditions thereof including producing summary factual reports of the construction of the Temporary Works and Permanent Works. These reports shall be submitted for the OICs acceptance.

The Consultants reports to be submitted to the OIC shall include but are not limited to the following:

a) RTOs daily shift report with accurate details of Works carried out incidents labour materials plant and equipment used to include equipment on standby and idling time breakdown repair resources location of each activity and its duration;

RTO(T)s tunnel shift report in a format acceptable to the Authoritys

Project Management Team with accurate details of tunnelling

operation and parameters segment inspection and ring building works productivity excavation management system delay safety

observation incidents labour materials plant and equipment used including equipment standby and idling time breakdown repair

resources location of each activity and its duration;

b) Ring build report;

c) Ring inspection report;

d) Segmental tunnel lining inspection report prior to installation;

e) REs weekly report of the Works collating the daily reports and identifying areas of concerns and issues;

f) RE(T)s weekly tunnel report of the Works collating the tunnel reports and identifying areas of concerns and issues;

g) Weekly instrumentation report in a format agreed with the Authoritys Project Management Team on key instrumentation results performance engineering risks and areas of concern;

h) QP(S)s monthly site inspection report which shall include:

i. Inspection outcome for at least one critical activity inspected by

QP(S);

ii. Record of instructions or reminders for QSS to follow up with time line;

iii. Review outcome for nonconformity and rectification reports for the completed works;

iv. Review outcome to ensure compliance of all structural works with approved plans;

v. Summary of safety related findings or Near Miss reported by

QSS;

vi. Summary of progress photographs of work done on site.

i) Complete detailed records for assessing Contractor(s) claim for delay and additional cost to be submitted on a weekly basis; and

i) Monthly report one (1) hardcopy and one (1) softcopy in PDF format to be submitted on the fifth day of each calendar month reporting in details the status and progress of all the tasks described in the TOR. Monthly report shall be submitted until the completion of the Contract.

The Consultant shall refer to Appendix of the TOR for the sample of the Standard Forms for Reporting. The list of forms shall not be taken as exhaustive and the final format of the reports shall be agreed with the OIC.

The Consultant shall keep and maintain a copy of all contract documents drawings specifications manufactured products construction materials inspection records such as inspection and approval of concreting repairs of structural works soil investigation and test reports piling works tests conducted on materials and works etc. It is the Consultants responsibility to ensure that a copy of these documents/records (in pdf format on CD) is given to the OIC expeditiously on a monthly basis for record. A compilation of these reports shall also be submitted on completion of the respective works.

The Consultant shall work closely with the Authoritys Project Management Team on site and shall cooperate with the Authoritys representative or persons appointed by the Authority who will carry out audits on the quality of the building works and the documentation of review of the Contractor(s) submissions as well as the performance of the Supervision Team.

The Consultant shall keep in good order and record all changes made during construction and shall verify all drawings submitted by the Contractor to the Authority and the QP(D).

The Consultant shall review and verify all asbuilt drawings including as built shop drawings prepared by the Contractor(s).

The Consultant shall submit his Quality Assurance and Quality Control plans to the OIC within twentyeight (28) calendar days upon award of the Contract. The Consultant shall also comply with the Quality Management System Procedures developed by the Authority. Upon award of this Contract the OIC will brief the Supervision Team on such procedures. They shall familiarize themselves with the procedures and documents mentioned therein. The Consultant shall keep all records required for the Authoritys Quality Management System certification (ISO) to be maintained and renewed by the Quality Assurance certification agency/body.

The Large Diameter Tunnelling Specialist (LDTS) shall have a minimum fifteen (15) years of experience in design and supervision of tunnelling works of which at least five (5) years experience in supervision of tunnelling works of similar complexity using slurry TBM of more than 10 meter in diameter (large diameter TBM).

The LDTS shall possess a relevant degree and shall possess a professional working proficiency in English.
