Position Summary
The Finance Officer oversees daytoday financial operations of the Berlin office under the direction of the Director of Finance. The Finance Officer ensures that contractor operational policies and procedures are followed and implemented consistently in the Berlin office in strict compliance with USG rules and regulations as well as financial reporting requirements to the Government of Germany.
Primary responsibilities:
Specific duties and responsibilities include but are not limited to:
Process field payment requests from the Berlin office for operational procurements under the current USG award;
Assist the Finance Director in implementing strategies to prevent or reduce financial compliancerelated liabilities for Creative Associates GmbH;
Help with monthly and annual accounting and tax statements preparation and communications with local financial authorities and tax consultant;
Ensure that the books of accounts and electronic files are always up to date orderly well kept and readily available for reference and audit when required;
Submit quarterly VAT declarations;
Review the program milestone payments and submit to HO with supporting documents for processing;
Track and maintain the petty cash register for program petty cash;
Prepare projections as requested for operational or programmatic periods;
Track programmatic payments to the field and follow up as required with the Finance Director to ensure timely implementation of programming;
Track and coordinate all financial payments inside Syria in coordination with home office finance;
Review all field office and consultant timesheets for accuracy and compliance;
Review all financial supporting documents from beneficiaries in order to verify all costs are allowable allocable and reasonable and supporting documentation is complete;
Support training for beneficiaries on financial processes as requested;
Other duties as assigned.
High School diploma required. BA/BS degree highly desired.
Must have 3 years general work experience and 2 years of experience in an accountant auditor or finance officer position;
Excellent oral and written communication skills with fluency in German and English required
Firm understanding of German Accounting and taxation regulations
Demonstrated knowledge of USG financial rules and regulations;
Knowledge of Excel or advanced accounting systems preferred.
