Job Description

Duties

  • You will provide technical services in connection with onscene direct fleet support of major radar and satellite navigation systems and associated equipment.
  • You will provide technical/engineering guidance to ships force in resolution of repair/overhaul or test/grooming problems beyond their level of inhouse engineering expertise.
  • You will perform special engineering analyses studies data collection reports and inspections for various Naval Sea Systems Command (NAVSEA)/InService Engineering Agent (ISEA) entities as well as Board of Inspections and Surveys.
  • You will represent the Board of Inspections and Surveys (INSURV) in the inspection and functional checkout/demonstration of major systems on new construction ships or major conversions.
  • You will direct test programs and evaluate repairs required in situations of major damage or deterioration.

  • This position may require travel to places within and outside the contiguous United States which could include remote or isolated sites. You may be required to travel on military and commercial aircraft for extended periods of time.
  • If eligible for permanent change of station the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.
  • Must be able to obtain and maintain a U.S. Passport.
  • May be required to obtain a VISA dependent on the overseas countrys laws/regulations.
  • You will be required to sign the Statement of Understanding for Overseas Employment acknowledging receipt and understanding of the statement of living and working conditions for this location.
  • You will be required to obtain and maintain a current valid United States drivers license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is considered Key/EmergencyEssential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combatessential systems.
  • You will be required to complete training obtain and maintain a government credit card for travel and travelrelated purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to successfully complete a preappointment physical examination.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:

1) Providing technical services for a range of shipboard RADAR systems components interfaces and test equipment on deepwater ships;
2) Conducting analyses and studies for the purpose of developing or evaluating improvements in design maintenance safety and operation of assigned equipment/systems;
3) Providing technical assistance for mission degrading equipment casualty reports to identify significant aspects of the problems their causes and correction applied;
4) Performing functional checkout grooming adjustment and testing of repaired new or modernized shipboard systems in a systems qualifications test environment at sea.

Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. professional philanthropic religious spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment.

CONDITIONS OF EMPLOYMENT CONTINUED:

Incumbent is required to maintain a current Cardiopulmonary Resuscitation (CPR) certification via command sponsored training during working hours.

Incumbent is required to perform the above duties al a variety of job sites within commuting area. It is incumbents responsibility to transport himself/herself in an expeditious manner between job sites in the local area of his/her permanent duty station with reimbursement of costs in accordance with Joint Travel Regulations. A valid driver license is required.

This is an EMERGENCY ESSENTIAL POSITION. In the event of a crisis or war the incumbent must continue to perform assigned duties to support mission requirements until relieved by proper authority. Incumbents must sign DD Form 2365 and must be removed from their military recall status if alternatives for filling the position during an emergency are not available.

PHYSICAL DEMANDS:

Approximately 20% of the work is performed in an office setting. The shipboard investigation phase of a task involves considerable walking climbing and crawling in and around the system/ equipment with marginal accessibility being a frequent problem. Standing for several hours at a time on hard steel decks also occurs regularly during ships visits.

WORK ENVIRONMENT:

The work regularly involves frequent exposure to hazardous conditions such as: high electrical voltages large rotating machinery; electromagnetic radiation from high powered transmitters; nuclear radiation in and around spaces aboard nuclear powered ships; explosives flammable and incendiary materials; and entering enclosed spaces below the waterline (sonar domes tanks etc.). The work is normally required onboard U.S. and foreign naval ships at berths at anchor or at the buoys within the harbor. On numerous occasions and with short notice there will be requirements to perform temporary additional duty at sea on naval ships and/or at naval or private shipyards located throughout the world (including combat zones) utilizing government as well as commercial aircraft. Helicopters and aircrafts (COD) flights are utilized for transfer to ships at sea. High transfer from shipto ship may be occasionally required. Travel may be required on military/commercial aircraft vessel or vehicle.

Pay retention may be granted when certain conditions are met.
