    Purpose of the Position

    The Regional HR Adviser is responsible to support the Country offices (COs) in the region toimplement HR systems and initiatives in accordance with NRC global policies and procedures and to support the COs in developing and aligning their HR practices. The Regional HR adviser guide and provide technical support to CO HR managers and work closely with the HR teams and the CO management to set HR strategic goals and handle cases related to all employee cycle aspects. The regional HR Adviser performs quality and compliance control and share best practices among COs in the region.


    Key Responsibilities

    • Compliance and adherence to NRC HR policy guidance and procedures.
    • Provide strategic advice and technical support to the Country Offices in the region.
    • Ensure that best practices are identified documented and disseminated both within theregion and beyond.
    • Contribute to the development of strategies tools and new approaches within HR and take a lead role on delegated HR development or change projects in assigned countries.
    • Ensure that best practices are identified documented and disseminated both within the region and beyond.
    • Provide support to CO management on personnel cases and other HR issues and staff care in particular acting as an independent adviser and resource to support complex HR case management within country offices.
    • Provide control checks in COs to ensure compliance to the HR handbook policies and procedures.
    • Responsible for quality control of JDs and organizational structures in relation to recruitment of senior CO staff according to NRCs procedures and standards. Work closely with NRCs Global Recruitment Center on international staff onboarding.
    • Provide training and capacity development across Country Offices in the region and the Regional Office.
    • Provide regular HR reports and analysis recommend corrective measures or improvements when needed .
    • Support the Regional Head of HR on carrying on HR aspects for the regional office staff related to contract management inductions/onboarding exits leave management etc).
    • Act as a focal point for the region on Global staff surveys implementation and follow up. Ensure Country offices develop specific plans of action to address survey lowlights and support HR teams for the implementation.
    • Ensure confidential safe and standardized filing of personnel documents.
    • Coordinate staff mobility initiatives within the region including secondments gap fillingsroving support and others. Ensure proper guidance is developed and well documented.
    • Represent the region in relevant working groups or coordination forums.

    Requirements and competences to work with us

    Education

    • Professional in psychology business administration or related fields.

    Experience

    • Minimum 3 years of experience from working as a senior HR Manager /Adviser
      in a humanitarian/recovery context.
    • Experience from working in complex and volatile contexts.
    • Documented results related to the positions responsibilities.
    • Knowledge about own leadership skills/profile.

    Knowledge and Skills

    • Experience with startup operation or NGOs is a plus.
    • Fluency in English and Spanish both written and verbal.
    • International experience in and knowledge about the regional context is and countriessupported is highly desirable.
    • Knowledge of the context in the countries supported by the region is an asset.
