Job Description

7 months contract with Local government

Job Summary:

Lead the recycling improvement and engagement team driving an increase in community engagement and behaviour change to improve local environmental quality waste reduction waste prevention reuse recycling and composting

To develop and deliver the Council s Recycling Improvement and Engagement programme through effective service planning and management to achieve:

Greater engagement with residents and other key stakeholders

A reduction in waste a network of reuse activities

An increase in recycling and a reduction in contamination across the Borough

An engagement programme for schools

An improvement in the infrastructure service provision and delivery at blocks of flats and estates

To support the development and delivery of Tower Hamlet s waste management strategy objectives in response to changing national and regional policy strategy and legislation.

To help people take more responsibility for management of their waste reducing the impact on environmental quality. Helping people to waste less recycle more and look after their local area.

To ensure high standards of customer care through effective management investigation and handling of complaints queries and service requests.

Ensure effective use of information and advice to improve communication and engagement with residents businesses and visitors to the borough.

To support development of knowledge and expertise across all Environmental Services teams in driving community engagement and waste management behaviour change.

Key Duties (Sample):

To respond to telephone face to face email and correspondence enquiries made by residents and provide advice and assistance in resolving them at the initial point of contact.

To work with the Flats Recycling Manager to lead on the continued delivery of the Flats Recycling Project through the development of partnerships with housing providers and landlords to deliver waste and recycling improvements on estates and in block of flats. Plan organise and manage the further roll out of waste and recycling improvements.

Develop and deliver a waste awareness and education programme for schools and other educational establishments. Ensure schools and other educational establishments have appropriate and sufficient waste and recycling facilities and provide support for greater participation.

To be responsible for the management and development of a team of up to four Officers that will assist with the projects and objectives in the Programme.

  • Work with key stakeholders and contractors to develop plan and organise recycling waste reduction and reuse initiatives and events in the community.

Research and develop outreach initiatives in the community to improve waste and recycling behaviours such as recycling champions and special interest groups.

To be responsible for preparing and maintaining realistic programme project and quality plans which are in accordance with the Council s programme and project management procedure. To define tasks and milestones and to be responsible for facilitating and tracking progress.

To be responsible for identifying recording reporting and managing programme and project risks and to be responsible for defining and implementing agreed corrective actions required to mitigate risk.

Establish and manage a community composting scheme and manage the home composting scheme including reviewing the services and procuring and managing supplies and equipment.

Essential Experience and Qualifications (Sample):

Knowledge of clerical administrative and office systems and procedures.

Demonstrable knowledge of waste management services and recycling schemes.

Experience of working in a recycling or waste management environment.

Experience of supervising/managing staff.

Experience of working and dealing with the community sector.

Experience of managing and delivering projects.

Experience of analysing data preparing reports and drawing recommendations and conclusions.
