Job Summary
We are looking for an expert who can help us to address an immediate Web Project Development and ready to take piece of work as multiple SoW between September 2024 November 2024.
The project aims to strengthen inclusive and active employment and skills models in 19 targeted municipalities of Prrenjas Gjirokaster Vore Mallakaster Cerrik Librazhd Shijak Kavaje Kurbin Kukes Kruje Pogradec Korce Kamez Vlore Shkoder Elbasan Durres and Tirane scaling up models of Active Labour Market Programmes (ALMPs) and skills development programmes.
Under the guidance of the inshouse Specialist and in cooperation with the Project Coordinator and the Project Team the Consultant will set up a platform as an instrument to increase transparency during the grant scheme implementation (English and Albanian Language). This platform will support the grant scheme to ensure
(a) Sufficient transparency fair competition and adequate exante publicity.
(b) Equal treatment proportionality and nondiscrimination.
(c) Avoidance of conflicts of interests throughout the entire granting cycle
Responsibilities & Duties
The consultants shall be responsible for following three outcomes:
Outcome 1 Fostered inclusive and tailored employment opportunities for groups at risk women and men boys and girls in line with the needs of the regional labour market.
Outcome 2 Improved access and flexibility of the skills development for youth and low qualified adults from the groups at risk.
Outcome 3 Promoted and delivered accessible and innovative needs of supported employment and skills development for people with disabilities.
Essential Skills
Advanced academic degree in Information Technology (IT) computer science or related discipline.
Proven experience in:
o SharePoint: Design and implement a secure and userfriendly SharePoint database for internal project use.
o Power BI: Develop automated reports for internal and public audiences using Power BI with varying access levels.
o Web Development (ASP.NET): Building a public accessible portals displaying realtime project data procedures and impact visualizations.
o Database Fundamentals: Solid understanding of data structures and best practices for data collection and management
Expertise in WCAG (Web Content Accessibility Guidelines) to ensure all deliverables are accessible for people with disabilities (screen reader compatibility keyboard navigation etc.).
Desirable Microsoft Certification or similar.

Proven experience in Developing clear and concise user guides and training materials for the non expert use in SharePoint Power BI and web.
Experience of working with international organizations is an asset.
Nice to Have Skills
Experience in digital innovations and digital technologies preferred.
Evidence of international experience and exposure strongly preferred

Have you been arrested indicted or summoned into court as a defendant in a criminal proceeding or convicted fined or imprisoned for the violation of any law (excluding minor traffic violations) If yes give full particulars of each case in an attached statement.
Statement of Health
The selected contractor will be required to provide proof of insurance coverage as stated in the Statement of Health herewith attached prior to contract signature.
