Functional Analyst

Starry Associates Inc. is seeking a Functional Analyst to join our team in providing configuration and capability support services for the Program and Budget Enterprise System (PBES) at the Pentagon in Washington DC. This position offers a hybrid work arrangement within the National Capital Region.

Role Overview

As a senior Oracle Hyperion functional analyst/business systems analyst you will provide development operational and sustainment support to ensure the full functionality and availability of the system. Your responsibilities include troubleshooting issues for the PBES stakeholder community designing application updates based on new functional requirements addressing system outages performing data refreshes applying security patches updating software and hardware enhancing business processes performing functional testing and developing documentation.

Key Responsibilities

• Plan conduct and contribute to research and design activities.
• Apply technical and analytical approaches to solve client issues utilizing experience in system administration architecture configuration ERP application implementation organizational change management communication training documentation development and customization.
• Provide Tier 2 and Tier 3 service desk support.
• Evaluate current and future business processes for implementation with the system architecture and design.
• Design application software based on new requirements.
• Utilize indepth knowledge of the Agile software development lifecycle to support the design and development of the PBES application.
• Assist with application refactoring to support migration to AWS.
• Support the integration of Oracle business systems with Hyperion business intelligence capabilities.
• Assist with functional testing.

Required Skills and Experience

• Minimum of 7 years of business analyst experience focusing on Oracle Hyperion systems including Hyperion Planning or Hyperion Budget and Planning.
• Experience with government budget/financial systems.

Desired Skills

• Various Oracle Business System certifications (preferred but not required).
• Experience with OSD or AF PPBE.
• Experience with Agile processes.
• Experience working with a CI/CD pipeline.
• Experience with Oracle Technologies including Data Relationship Management (DRM) Suite and Oracle Business Intelligence Enterprise Edition (OBIEE).
• A security certification or equivalent.
