The post holder will have significant knowledge of private sector housing and possess strong leadership skills focussing on performance and improvement.
KEY DUTIES/ACCOUNTABILITIES
Ensure our clients statutory duties and responsibilities relating to the provision of housing standards, enforcement, HMOs, and Disabled Facilities Grants are met, oversee the Chichester and Arun Landlord Accreditation Scheme and be responsible for budgetary control.
To lead, develop and motivate the housing standards team ensuring the effective allocation of resources and be responsible for the day-to-day management of the team. This will include staff performance and absence management, and personal development, including setting individuals targets and goals for the year, allocating work and providing regular supervision to staff.
Investigate complaints and enquiries from members of the public, Councillors, and MPs in respect of DFG s and assist the Housing Standards and Supply Manager with preparing a response.
Develop options and maximise opportunities for bringing empty properties in the district back into use, liaising with the Housing Solutions team and other departments.
To provide professional expert advice and contribute to the development of future policies to ensure our client complies with legislation, ensures the most effective use of resources and delivery of a good standard of customer service.
Keep up to date with Environmental Health and Disabled Facilities Grant legislative updates and any proposed changes.
Provide necessary training to new postholders and students, including work experience trainees.

A full understanding of the function and role of Housing Standards within the wider

Knowledge of the current national and local government agenda for Environmental
Health matters.
Experience and knowledge of local government.
Ability to lead and manage staff in accordance with the clients policy and procedures.
Minimum of 5 years experience in private housing matters
Essential Functional / Technical Skills
Competency in applying Environmental Housing legislation, in particular the Housing Health and Safety Rating System in order to inspect and assess properties in line with government legislation and council policy as well as provide advice.
The postholder is required to have highly developed investigatory and technical skills across the full breadth of environmental housing legislation which they need to apply through sound analytical and problem-solving skills.
Provide professional Environmental Housing advice on the design and layout of conversions and new properties through Planning and Building Control applications to prevent the need for future enforcement action on the condition and management of housing.
Establish good relationships and working practices with landlords and owners of residential properties encouraging them to undertake repairs and improvements without the need to take enforcement action, keeping properties under review within agreed timescales.
Develop and maintain expertise in property conditions, construction, repair, and maintenance, providing guidance to other officers particularly in relation to enforcement legislation.
The postholder must show a high level of commitment in achieving service targets whilst providing advice and guidance through liaison with other departments and partners organisations.
Experience of leadership / staff supervision would be advantageous.
