Role: Project Manager
POP: 12 months Contract
Location: Remote must be able to come on site for adhoc meetings (Bethesda MD)
SCOPE OF WORK:
Assist in the strategic planning of IT programs and projects that support the approved goals missions and objectives. This support shall include the performance of analyses the development of program/project schedules budgets and plans and other technical support required to prepare for the undertaking of specific IT programs and projects.
REQUIRED SKILLS:
- Masters degree in technical and/or business administration. A bachelors degree in an associated field and 4 additional years of IT project management experience is acceptable in lieu of a masters degree.
- At least 10 years of management experience and at least 5 years of experience managing projects of similar scope and size for Federal Government.
- Active Project Management Institute (PMI) certified Project Management Professional (PMP) certification.
- Extensive experience managing information technology evaluations.
- Extensive experience developing and tracking schedule cost and risk for projects with similar size and scope in an Information Technology environment.
- Understanding of Federal Government policies and procedures and demonstrated ability to meet fast turnaround deadlines.
- Understanding of Federal Government contracting and billing processes along with experience in cost control management.
TASKS:
- Work with FIC staff to define application requirements workflow and key stakeholders; conduct user acceptance testing; manage/administer production systems; conduct training.
- Provide administration for FIC systems; set up reviews/councils; monitor statuses; update instructions; interface with staff and timelines/due dates; assist staff with creating workflow content corrections and requirements.
- Develop orientation/training materials and website tutorials and coordinate production of other training materials.
- Develop standard operating procedures guidelines and other documentation; circulate and enforce policies.
- Provide feedback and requirements to the NIH system working groups (ePUG eTUG QVR/iREPORT etc.)
- Maintain close and open communication with FIC COR and CO as the central manager of all task areas.
- Notify the FIC COR and/or CO of delays in deliverables within five business days of determination of the delay.
- Provide support for FIC IMPACII user accounts; conduct quarterly and annual user account audit; maintain profile details; update contact information.
- Obtain approval of the COR and CO before initiating new work plans budgets or tasks or undertaking significant shifts in project direction.
- Supervise and coordinate project staff and consultants.
- Maintain control of the budgets for all tasks and for all work orders within each task area.
- Ensure that data on the budget and progress of all activity is tracked separately and is available in scheduled reports and upon request.
- Deliver required progress/financial reports plans and other deliverables that are accurate errorfree completed within budget and submitted in accordance with the delivery schedule designated in each task area.
- Assign staff with appropriate skills and experience for each task area.
- Document in status reports the steps and estimated time to complete tasks.
- Organize and archive reports in an easily retrievable format.
- Provide technical support in the oversight of new or existing FIC IT programs and projects.
- Provide technical evaluation of program/projects.
- Prepare presentations on program/projects as requested
- Assist the COR and Program Office with planning of IT programs and projects that support FIC objectives.
- Perform analyses and produce white papers for development of IT Strategic Plans for IT programs and projects.
- Provide support to the FIC EO/CIO in the development of tactical plans in concert with the IT Strategic Plan.
- Work directly with representatives of the Administrative Office and with selected managers and staff of the FIC organization based on priorities set by the COR and CO.
