Job Description

Introduction:

The consultant will conduct load tests inspections and certifications for a variety of Material Handling Equipment (MHE) including cranes forklifts container handlers auto lifts slings and manlifts. These operations support the U.S. military in Kosovo Romania Bulgaria and Turkey.

Period of Performance:

  • Duration: Approximately 30 days
  • Time Frame: SeptemberOctober 2024
  • Inspection Days: Approximately 25 days including travel
    • Travel from Camp Bondsteel to MK Airbase Romania Bulgaria then return to Camp Bondsteel to complete remaining inspections.
    • Out brief at completion.
    • Travel to Site K (Turkey) to perform load tests and certifications.
    • Conduct out brief and return to home station from Site K.

Responsibilities:

  • Perform thorough inspections of the crane carrier superstructure and electrical hydraulic drive train and air systems in accordance with applicable subcontractor technical manuals and inspection checklists.
  • Conduct load tests on each crane including slings lifting devices and spreader bars.
  • Thoroughly inspect MHE including man baskets and safety devices and conduct load tests to specification.
  • Provide ITBM with a detailed report including digital pictures of all repair parts found to be unserviceable and unable to pass OSHA inspection standards. The report should include part numbers prices and availability of noted parts.
  • Provide ITBM with a cost estimate breakdown for expenses to perform noted repairs load test certifications and a timeline to complete repairs of unserviceable parts including the installation of a new boom cable assembly for cranes (provided by the General Contractor).
  • Provide certificates for all equipment passing inspection within 30 days after the inspection.
  • Supply all necessary inspection instruments and equipment.
  • Provide proof of OSHA certification relevant to the testing.

Qualifications and Certifications:

  • OSHA Crane Inspector License
  • Mobile Crane Inspector License
  • TLL TSS BTF STC OVR certifications
  • Rigger Level I and II
  • Ability to work with or around equipment and at varying heights
  • Electrical knowledge mechanical aptitude and competency in safety standards within a heavy industrial environment
  • Demonstrated competency in performing crane inspections and working on industrial machinery used in the Heavy Equipment industry
  • Valid drivers license and acceptable driving record
  • U.S. Citizenship is mandatory
