Job Description

1 year contract with a Local Authority

Job Summary:

The Project Building Surveyor role in the Programme & Project Management Section is responsible for a portfolio of projects within the Capital Projects team.

Acting as an intelligent client & fulfilling the key duties of Building Surveyor Project Manager and Contract Administrator under the chosen form of contract.

This involves always taking sole responsibility for making major decisions or changes affecting the successful project outcome.

Key Duties/Accountabilities

To deliver minor and intermediate capital projects and programmes of work which maximise value for money and direct the compilation and submission of funding bids.

Writing committee reports as necessary to ensure the bid is taken through the Councils corporate processes whilst engaging with colleagues in Procurement Asset Management Finance & Legal dealing with queries and challenges on route. To report to Programme Boards whilst also being accountable for reporting to lead Councillors as necessary.

Lead and facilitate client departments in establishing project outcomes negotiate and agree briefs set up and lead the design team where in place to ensure that agreed outcomes and key performance indicators are achieved.

In conjunction with client departments prepare scheme briefs and be accountable for specifications drawings schedules of work and contract documents for your portfolio of projects.

Procure technical services via OJEU procedures and prepare tenders via ProContract or by whatever route is deemed to offer the Council Best Value .

To control and performance manage the work of consultants and contractors briefing them on clients requirements agreeing with them work programmes and budgets which ensure contract standards good quality and timescales are achieved.

Essential Experience Required:

Experience or full understanding of local authorities and the services within along with Knowledge of legal and statutory requirements affecting construction services and ability to interpret them in the context of the service is essential.

Experience of Building Surveying practices project procurement procedures CDM regs Building and Workplace regulations complex tendering solutions project management and contract management including site practices.

5 years UK experience post RICS qualification is desirable.

Essential Qualification Required:

Relevant professional qualification (RICS MRICS) is essential.

Additional information to note:

Working hours: 36 hours per week.
