Position: Health and Nutrition Manager

Hours: 37.5hrs. / 52 wk.

Salary Range: $68376 $88889

Salary Grade: 5

Summary of Responsibilities:

Under the direction of the Vice President for Head Start/ Early Childhood Services Division (HS/ECS) the Health and Nutrition Manager is responsible for overseeing the administration and management responsibilities of the Divisions Health and Nutrition Services component staff and volunteers. The Health and Nutrition Manager is responsible for the overall coordination provision implementation and evaluation of comprehensive health environmental safety and nutrition services for children/families enrolled in ABCsHS/ECS program.

The Health and Nutrition Manager applies professional expertise and works in collaboration with all other HS/ECS program disciplines (Education/ Disabilities Family Services Mental Health and School Readiness); and various community sectors/organizations (i.e. medical dental vendors etc.) ensuring service integration internal program support and compliance monitoring for all activities related to health nutrition and related services/information. The Health and Nutrition Manager also works to assure that proper current and required training information/materials are provided to staff volunteers and parents.

This position is responsible for assisting the V.P. in the development and implementation of policies and procedures that ensure quality safe and efficient operations competent staff/volunteers in the administration and management of all health and nutrition program operations. The Health and Nutrition Manager along with staff monitor activities to ensure that all activities are implemented in accordance/compliance with Head Start performance standards Action for a Better Community Inc. policies and mandates required by related regulatory bodies (i.e. OCFS USDA CPS Child Plus CDC etc.); maintains Health Advisory Committee and prepares service unit for site visits reporting program audits and inspections. This position documents and reports progress on unit activities program outcomes and progress toward strategic plans and proposed unit outcomes. The Health and Nutrition Manager position works with staff to ensure that services provided are developmentally culturally and linguistically appropriate; and that those services are able to support each childs growth and school readiness.

Additional duties for the Health and Nutrition Manager include; analyzing planning and implementing strategic plans; monitoring analyzing and providing feedback concerning Health and Nutrition Services systems practices and staffing; conducts program/self assessments inspections and evaluations; develops and implements appropriate training and technical assistance efforts; data collection input reviews and reporting; identifies resources to increase program capacity; staff recruitment supervision and performance management; works with Policy Council/advisory groups; monitors assigned Partner Agency activity; develops relationships and partnerships with community sectors/vendors; service contract negotiations and management; serves on related committees/groups; and assist in fiscal management and budget development.

As part of HS/ECS management team this position recommends enhancements and continuous quality improvement to HS/ECS Dept. systems policies & procedures; and works to ensure coordination efficiency and effectiveness among Dept. components and across levels and with the organization.

Qualifications/Education and Experience:

  • Education: Masters degree preferred Bachelors degree required in Public/Community Health Nutritional/Dietary Science or related field; special coursework/certification in related areas are a plus. Must be willing to complete recommended coursework/training to enhance skills and knowledge in a specified time period. Equivalent combination of education and experience will be considered.
  • Experience: Requires five (5) year s of administrative/management professional experience working in a health related nutritional services or comparable environment; preferably in a child development healthcare commercial food service environment or comparable setting. Requires four (4) years of supervisory and performance management experience.
  • Demonstrated experience assisting in the management and administrative oversight in a confidential regulated and structured environment is required; must have significant knowledge of the general principles of key administrative and management systems related to health and nutrition services; requires ability to monitor compliance with established standards policies and procedures; requires experience in examining and reengineering operating procedures; formulating implementation and monitoring of policies including balancing regulatory requirements with budget constraints.
  • Knowledge of Head Start program and related operating Performance Standards is a plus.
  • Must possess excellent organizational planning and task/project management skills; must be attentive to details and have good administrative analytical negotiations evaluative and problemsolving skills; must be able to handle multiple tasks with tact diplomacy; and manage multiple priorities with fixed deadlines. Requires the ability to implement corrective action to maintain in compliance; and the ability to work in a fastpaced environment. Must possess strong leadership skills tact and diplomacy; must be able to exercise sound independent judgment while also functioning as part of a team; and requires ability to initiate and complete assignments without direct supervision.
  • Requires strong health service background and knowledge of child development including health safety nutrition and special needs including dietary and mental health; requires knowledge of health and nutrition screening/assessments treatment modalities prevention/intervention strategies etc.; should possess a strong knowledge of community health disparities chronic health and failure to thrive issues with a main focus on infants/toddlers/children; prefer familiarity with supportive local health/medical provider communities individuals organizations public and private; knowledge of health regulatory bodies licensors medical experts and best practices in service provision required.
  • Requires demonstrated experience successfully overseeing administrative
  • Responsibilities in a nutrition/food service environment/facility; requires experience overseeing aspects of operating large scale kitchen/dining facilities equipment and staff; requires a thorough knowledge of the operation and maintenance of kitchen/facility equipment/appliances and food service related products; experience implementing and maintaining nutritional and safety regulations; must be able to monitor and assess operational compliance; requires ability to provide consultation and technical assistance to consumers/staff related to nutrition/food service/facilities and related topics. Experience simultaneously overseeing management of multiple facilities/sites is strongly preferred.
  • Fiscal management and budget development experience is required knowledge of procurement and bidding processes inventory controls service contracts and preferred. Experience in identifying supplemental resources materials funding grants etc. to support program efforts is a plus.
  • Ability to assist in negotiating and managing collective bargaining agreements bidding processes and alternative dispute resolution processes preferred; knowledge of contracts negotiating and operating in union environment helpful.
  • Requires highly developed interpersonal verbal and writing skills; good customer service skills; ability to interact with diverse individuals at all organizational levels; ability to maintain respect for diversity and individual cultural backgrounds/practices; ability to initiate and maintain partnerships with both internal & external consumers. Requires a basic knowledge of effective relationship building practices and has knowledge of local Human Service and community agencies/services available to the public. Experience coordinating related special events/activities initiatives and materials is a plus (i.e. health fairs bulletins).
  • Must be highly proficient in the use of Microsoft Office products including Word Excel Power Point Outlook etc. related software and Internet; must have experience in program design and data management systems; knowledge of computerized information and data tracking systems/methods used in management applications required; experience with Head Start data base including COPA is a major plus.
  • Bilingual capabilities are a plus: English/Spanish.
  • Flexible schedule to attend evening meetings agency trainings and participate in special Agency events.
  • Requires the health and physical capability to work in an office classroom or home setting in the community.
  • Requires a valid NYS drivers license; and must have access to insured vehicle on a daily basis throughout all scheduled work hours.
  • All employees of ABC Early Childhood Services Division must receive and maintain full clearance from the Office of Children and Family Services NYS Central Registry (SCR) and the Justice Center of New York prior to hire and periodically after hire that allows them unsupervised contact with children.
