Job Description

Permanent Role with a Local Authority

Job Summary:

We are looking for a talented Highways Asset Manager to maximise the life of our Highway assets as Central Bedfordshire continues to grow and harness the almost unlimited potential of future technological advances.

Lead the Councils highway asset management service safely effectively and sustainably including provision of technical expertise and accurate records.

Be an advocate of for continuous improvement ensure best practice is utilised and excellent service provided

Ensure the team are working efficiently and delivering their roles whilst providing specialist/expert advice for the service in line with corporate aspirations.

Be accountable and manage delivery for the team s allocated capital and revenue budget ensuring that the Council receives best value.

Represent the authority at regional meetings developing and maintaining effective supplier relationships.

Key Duties/Accountabilities

In this role you will be leading an asset data led approach to manage the development and maintenance of the multi million pound Annual and longterm plans including the coordination and development of asset inventory data for all assets condition data deterioration modelling lifecycle plans wholelife costs and service levels to meet national standards.

You will develop monitor and review our Asset Management Policies and Strategies and ensure that appropriate data is collected and interpreted in a timely manner to influence decisions and support a proactive performance management culture.

The role is key in ensuring the longterm planning of the authority s highways assets; owning developing and ensuring we deliver the requirements of our Highway Asset Management Framework Highway Asset Management Strategy; Highway Asset Management Policy; Highway Asset Management Plan (which will replace the NMMP); and Highway Asset Management Procedures supplemented by Acts of Parliament Statutory Instruments Regulations codes of practice and standing orders.

Your team will be responsible for ensuring that Central Bedfordshire Councils highways assets are managed to deliver our strategic priorities and service needs effectively to our residents and be instrumental in championing asset management planning and pavement management principles across the wider Highways service.

You will undertake the effective allocation monitoring and reporting of budgets associated with the planned maintenance of highway assets. Working in partnership with our contractors you will identify opportunities and plans that will be quality focused resulting in reduced costs and increased efficiencies.

Essential Experience Required:

Extensive experience within the Highways and Transport sector together with developed knowledge and understanding of Asset Management software industry codes of practice processes and procedures is essential.

Experience working across the Highways department as well as other relevant CBC departments with elected members contractors and other stakeholders to deliver positive outcomes is essential.

Proven technical experience in a highway or civil engineering related field with evidence of continuous professional development and industry related knowledge in the highway environment is essential.

Essential Qualification Required:

level 5 qualification requirements including applied and theoretical knowledge through relevant experience associated with a professional or academical qualification of equivalent Professional technical qualifications where required e.g. AAT Chartered Institute of Planning and Surveying is essential.

Additional information to note:

Working hours: 37.50 hours per week.
