Job Description

Summary: The Consultant (Data Scientist) SME IV is responsible for leveraging data mining techniques and statistical analysis to uncover intelligence and guide investigative decisions for highquality products. This role involves working with both classified and unclassified systems developing automated tools and enhancing data collection procedures to support the USPIS Program. Candidates must possess an active Top Secret or Secret clearance and significant experience in data analysis and cloud resource hosting.

Responsibilities:

  • Identify intelligence in vast amounts of data to guide investigative decisions.
  • Apply data mining techniques perform statistical analysis and build highquality prediction systems.
  • Utilize classified and unclassified systems to identify threats related to mail stream and USPS infrastructure.
  • Embed with USPIS Program Manager and analyze existing processes to integrate with USPIS target models.
  • Develop and optimize classifiers using machine learning techniques.
  • Utilize stateoftheart methods to mine large datasets for intelligence products.
  • Enhance product results using thirdparty data where applicable.
  • Improve data collection procedures to automate processes and ensure data integrity.
  • Conduct adhoc analysis and present results in clear formats.
  • Create automated anomaly detection systems and track their performance.
  • Provide general IT support as needed within the CI2 and CI2 NTC environments.
  • Enhance and support a cloud resource hosting solution for APOLLO HYDRA and ORION.

Skills/Qualifications:

  • Minimum of 1320 years of relevant experience in data analysis and cloud resource hosting.
  • Bachelors degree from an accredited college/university in a related field or four additional years of relevant experience in lieu of a degree.
  • Strong knowledge of machine learning statistical analysis and data mining techniques.
  • Experience with developing automated tools and cloudnative design patterns.
  • Excellent problemsolving analytical and communication skills.
  • Ability to create and maintain complex data models and databases.
  • Strong leadership skills with the ability to manage highvisibility and missioncritical projects.
  • Familiarity with CBPs Team Avenger program is a plus.

Certifications (one or more required):

  • CompTIA Net
  • CompTIA A
  • CompTIA Security
  • CPTE: Certified Penetration Testing Engineer or CEH: Certified Ethical Hacker
  • CISSP CISSPISSEP CISSPISSAP CISSPISSMP preferred
  • CISA: Certified Information Systems Auditor

Tasks and Deliverables:

  1. Developing and Building Automated Tools

    • Deliverables: Usable tools and systems to streamline processes and reduce manual resource hours.
    • Acceptance Criteria: Compliance with USPIS and USPS guidelines.
  2. Data Mining using StateoftheArt Methods

    • Deliverables: Understandable product results from data mining.
    • Acceptance Criteria: Format acceptable for field use and driving intelbased targeting.
  3. Enhance Product Results with ThirdParty Data

    • Deliverables: Comprehensive product results using internal and authorized external data.
    • Acceptance Criteria: Authorization by providing entity and acceptance by USPIS.
  4. Enhance Data Collection Procedures

    • Deliverables: Advanced data collection system with verified data integrity.
    • Acceptance Criteria: Automation process compliance and data cleansing verification.
  5. Conduct AdHoc Analysis and Present Results

    • Deliverables: Product outputs from adhoc analysis requests.
    • Acceptance Criteria: Clear presentation in various formats for intended audiences.
  6. Create Automated Anomaly Detection Systems

    • Deliverables: Automated anomaly detection system with performance tracking.
    • Acceptance Criteria: Builtin performance tracking process.
  7. General IT Support as Needed

    • Deliverables: Successful IT support within the CI2 and CI2 NTC environments.
    • Acceptance Criteria: Adherence to USPS and USPIS policy.
  8. Enhance Cloud Resource Hosting Solution

    • Deliverables: Cloudhosted tools including APOLLO HYDRA and ORION.
    • Acceptance Criteria: Tools accessible to Inspectors in the field.
