Job Description

Title: Contracts Director

Location: Greater Decatur AL area

Hybrid

Direct Hire

Key Responsibilities & Duties:

  • Act as the main advisor on contractrelated issues to the TSG management team.
  • Acquire and maintain expert knowledge of the Federal Acquisition Regulation (FAR) Defense Federal Acquisition Regulations (DFAR) Supplement DoD and IC supplements and other relevant U.S. and international acquisition regulations.
  • Lead and oversee all activities related to Contracts Administration through all procurement lifecycle stages including pricing support proposal preparation negotiations maintenance and closeouts.
  • Review proposals to ensure compliance with Government regulations and company best practices and may contribute directly to proposal cost and contract volumes as part of a proposal and capture team.
  • Oversee the negotiation of thirdparty agreements (NDAs Teaming Agreements Consulting Agreements JV Agreements) and collaborate with senior management or Legal to secure favorable terms in line with company policy.
  • Monitor performance across a diverse contract portfolio to manage performance cost and schedule risks.
  • Provide advice on contract terms and conditions including intellectual property data rights deliverable obligations and risk reduction strategies during program execution to contract staff program managers and leadership.
  • Possess extensive experience with various government contract types (e.g. FFP CPFF T&M) and a strong understanding of contract financing and billing forecasts.
  • Apply FAR/DFAR clauses to government contracts Bill of Materials Statements of Work NonDisclosure Agreements Teaming Agreements Subcontracts and DOD requirements.
  • Ensure that contractual documents meet customer specifications and comply with Company policies and relevant laws and regulations.
  • Research compliance issues and relevant regulations and laws to provide management with recommendations.
  • Serve as the point of contact between the Company and customers to resolve issues and address procurement questions demonstrating strong customer relations and communication skills.
  • Verify performance requirements delivery schedules and other contractual obligations for accuracy and adherence to bid specifications or contract terms.
  • Support the Subcontracts team by interpreting government Statement of Work and Prime contract terms and conditions including all flowdown requirements.
  • Supervise contract staff while fostering a team environment.
  • Oversee project setup in Deltek CostPoint.
  • Participate in proposal generation submission and contract negotiation.
  • Maintain contract files in accordance with organizational procedures.
  • Lead the development and optimization of departmental processes procedures and workflows.
  • Identify and assist in leading Request for Equitable Adjustment proposals.

Education and Experience Requirements:

  • Bachelor's degree with 15 years of experience in contracts focusing on federal government/military contracting and deep knowledge of FAR/DFARS SCA and DCAA compliance.
  • Experience in a Prime Contractor/OEM role.
  • Master's degree or law degree preferred.
  • Contract Administration certification is a plus.
  • Extensive experience interpreting RFP/RFQs and providing input to proposal teams.
  • Experience working with DCAA and DCMA auditors.
  • Proven track record in leading Contract Negotiations.
  • Extensive experience in developing and negotiating thirdparty agreements.
  • Strong expertise in identifying and leading REAs.
  • Proficiency with Deltek CostPoint (Sales Order Module Project Setup cost tracking reporting).
  • Indepth knowledge of standard concepts practices and procedures for all federal government contract types.
  • Comprehensive understanding of terms and conditions suitable for various contract types (FFP CPFF CPIF T&M IDIQ etc.) and their proper application.
  • Experience in managing and supervising a contracts team.
  • Proficiency with SharePoint.
  • Familiarity with ITAR and export licensing laws and regulations.
  • Must maintain a drugfree workplace and pass postoffer preemployment substance abuse testing.
