Head - Project Quality Management

Job Purpose/Summary:

To set up the BU Project Quality Management capability and expertise and manage the QM team and 3rd party QC inspection contractors, supporting the delivery of capital projects under the responsibility of the VP Project Management Department as per project and contract specifications.

Job Accountabilities/ Responsibilities:

• Develop the Quality Management System for project delivery in VP PM and create, maintain and own the QA/QC processes, procedures, standards and systems to be used by all projects under VP PM responsibility
• Provide Project Quality Management (QA/QC) support to all Projects under VP PM responsibility by timely assigning competent QA/QC resources (own and 3rd party contractor staff) to the Projects, involved in all phases of project delivery
• Establish the company Centre of Expertise for Project Quality Management, and stay abreast of ongoing QA/QC developments in the industry
• Implement the company Technical Authority Framework and act as the highest Technical Authority for the Project QA/QC discipline across the company
• Establish and implement the Technical Integrity Verification proces on all projects under VP PM responsibility.
• Establish and Implement the Flawless Start Up process on all projects under VP PM responsibility
• Develop and implement the Project QA/QC Metrics reporting system for all projects under VP projects control, maintain a Quality Lessons Learned (QLL) Database, and ensure Quality issues are quickly disseminated across the company through an effective QA Alert system.
• Support SCM with the technical qualification and selection of vendors and contractors
• Audit Project teams, Engineering and Construction Service contractors, EPCs and suppliers for compliance to the company and project specific QA/QC requirements, their own QMSs, and drive and track timely follow up and close out of QA/QC Audit findings.
• Support the Skill pool Capability Lead with the capability development of the Project QA/QC skill pool
• Support BUs targets for ‘Bahrainization’
• Actively promote and drive a quality focused culture across the company and among all parties involved in project delivery in particular

Qualifications:

Education:

• A B.Sc. degree in Quality Management or Engineering from a recognized university.

Experience:

• A senior QM professional with 15-20 years' experience in QA/QC on major project delivery ($400Mln +) and proven skills in creating, introducing and implementing robust, risk based Quality Management Systems in large organizations ( 1000+ staff)
• At least 15 years' experience in oil/gas field projects and operations and familiarity with field operations
• Deep knowledge of welding specifications and procedures, and inspection and testing methods for mechanical static and rotating equipment
• Extensive experience in auditing of Contractor’s Quality Management Systems
• Experience with managing large QA/QC teams of client and contractor staff involved in project execution
• Knowledgeable of industry state of the art quality inspection tools and systems
• Experience with deploying Technical Assurance and Technical Authority Systems
• Experience with Technical Integrity Verification and Flawless Start Up processes
• Experience with leading or participating in Continuous Improvement techniques and processes ( e.g Kaizen, Lean, Agile)
• Experience with working in the Middle East is an advantage
