Job Description

Title: IMT Management Consultant Strategist and Planner
Location: Edmonton Alberta (Hybrid)
Seniority on the skill/s required on this requirement: Senior
Estimated Duration: 12 months
Work authorization: any (candidate must be authorized to work in CA)

Job Summary:
The successful candidate will be an IMT consultant with a diverse skill set working in a multifaceted role. The role may have aspects of any or all of the following: leading strategizing architecting planning advising mentoring technology recommendations creating artifacts creating platform roadmaps focused on data management platform integrated with location intelligence.

Responsibilities:

  • Provides leadership direction and advice on the Data Management Platform and Geospatial Services Platform Improvements and Sustainment. Services and project deliverables should evolve as the work progresses in response to emerging user and business needs as well as design and technical opportunities.
  • Align data management platform architecture (Azure based) governance technology and service management with enterprise data strategy governance frameworks.
  • Provide strategic and architectural direction for integrating Azure based data management platform with other enterprise systems. These enterprise systems are based on Esri ArcGIS Enterprise ServiceNow Sharepoint etc.
  • Provide strategic direction enabling less intensive location intelligence capabilities on data management platform.
  • Design and Implement portal for Data and Geospatial Services.
  • Provide technology recommendations through proof of concepts.
  • Update data management platform roadmap along with implementation plan.
  • Provide guidance implementing the platform technology aligned with roadmap.
  • Establish data platform technology standards to be applied on Azure platform (Azure is currently used but scope may be beyond Azure.)
  • Provide subject matter expertise and recommendations on data product development using agile methodology.
  • Assess current future initiatives and provide suggestions to grow and cultivate data capability capacity and culture from the perspective of service transformation.
  • Create and present options frameworks models and briefings for senior executives with regards to digital transformation based on best and emerging practices and principles.
  • Facilitate strategic conversations to develop shared understanding and generate options for decisionmaking to align diverse stakeholder interests and goals.
  • Develop baseline and ongoing outcomes key results metrics and other indicators.
  • Advise and coach platform team throughout project lifecycles from initial discovery and concept to production and continuous improvement.
  • Design of data service offerings including but not limited to Portal for Data and Geospatial Services Data Management Platform Roadmaps Data Integration Patterns Strategies around enabling data science and analytics Cross system integration strategic and architectural patterns Technology standards Data product design and management Data platform capabilities and services.

Requirements:

  • Bachelors degree in computer science or related field of study.
  • Experience with Azure tools components and services e.g. including but not limited to Azure Data Lake Azure Data Factory Synapse Purview.
  • Experience designing planning implementing and supporting data platforms and data solutions for large projects involving multiple data sources in an architect capacity of complex projects.
  • Experience developing data technology roadmaps in support of a corporate data strategy.
  • Experience in architecting enterprise data solutions with location intelligence/geospatial capabilities
  • Experience leading and providing consultation and support to clients at all levels of an organization.
  • Experience preparing and implementing governmentwide strategies and/or mandates on data transformation initiatives.
  • Experience providing cloudbased data solutions
  • Experience translating data from multiple sources to a single solution including planning for historical current and future data needs
  • Experience working on agile software development and modern service design based product delivery comparable in size and complexity for a large organization such as state provincial or federal government or a private company with 5000 or more employees or for a startup or small business addressing a complex challenge at scale.
  • Certification in The Open Group Architecture Framework (TOGAF).
  • DAMA Certified Data Management Professional (CDMP)
  • Experience dealing with clients and explaining complex data principles in a thoughtful manner.
  • Experience designing enterprise geospatial solutions
  • Experience in the analysis development and integration of complex IT systems with a specific focus on the management of multiple data sources web services and legacy IT solutions.
  • Experience with BI and advanced data analytics in an complex organization.
  • Experience with cloud computing or big data platforms and infrastructure
  • Experience with Databricks.
  • Experience with data management tools (e.g. data governance tools BI analytics big data data visualization etc.)
  • Experience with data modelling concepts and tools
  • Experience with Esri ArcGIS Enterprise
  • Experience with Information Governance or records management and information management.
  • Experience with relational databases and knowledge of SQL
  • Experience working as a Data Architect in an enterprise IT environment.
  • Experience working with Environmental Data (Air Waters Mineral Resources etc.)
