Job Title: Business Analyst Level 3
Location: Albany NY (Onsite)
Duration: 30 Months
Years of Experience: 10 Yrs

Key Responsibilities:

Responsibilities will include:

  • Refine and document tobe requirements based on analysis of asis documentation of state systems and preliminary tobe requirements
  • Document asis and tobe endclients system requirements and design using the endclients prescribed business analysis methodology processes toolkit and tools including but not limited to context diagrams process flows use cases requirements traceability matrix user interface specifications and mockups
  • Meet and facilitate workshop sessions with relevant stakeholders including agency and local district subject matter experts users and executive teams to elicit requirements
  • Produce work products that reflect and ensure system planning design and delivery are in line with business needs
  • Conduct work product peer reviews and assist in internal review process
  • Understand and adhere to project timelines and priorities
  • Work with blended teams of State and vendor resources
  • Mandatory Qualifications:

    • Level III More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Business Analyst
    • More than seven (7) years of client focused business and requirements analysis experience and documentation for HHS systems including:
      1. Conducting and leading requirements gathering sessions
      2. Analyzing requirements gathered
      3. Identifying documenting and validating system requirements for continuous integration and deployment
      4. Preparing proposals for best fit technology based on requirements elicited
    • Has acted in a BA leadership role (evaluating the work of other BAs to ensure project standards are met) and has a minimum of one (1) project experience in a LEAD business analyst role for a project aimed at integrating disparate benefits systems working within the areas of Eligibility Enrollment Case Management or Financial Management.
    • More than seven (7) years of experience analyzing transforming and documenting system functionality system logic and business rules for HHS systems.
    • More than seven (7) years of experience conducting business process analysis and optimization in a technology environment while documenting the AsIs and proposing the ToBe states for HHS systems.
    • More than seven (7) years of creating requirements documentation such as: use cases screen prototypes specifications and adhering to established templates and requirements management including at least one (1) year of using Blueprint for requirements documentation for HHS systems.
    • More than seven (7) years of subject matter experience within a Human Services domain with specific focus on programs and services provided by OTDA OCFS or DOH
