Job Description

Duties

Aquatics (includes but not limited to):

Assists in planning and implementing a comprehensive aquatics program for active and retired military authorized civilians contractors and dependents at multiple facilities .

Program includes recreation swim lap swim water safety instruction aquatic events etc. Protects lives through aggressive prevention preparedness education emergency medical and rescue programs.

Ensures all applicable rules and regulations pertaining to swimming pools and waterfronts are posted and observed.

Performs water rescues and land rescues equal to the standard of training when an emergency is taking place (e.g. drowning medical or trauma in the water etc.).

Manages respiratory cardiac and first aid emergencies to include performing cardiopulmonary resuscitation (CPR) bagvalvemask (BVM) resuscitation or automatic external defibrillation (AED).

Manages the use and maintenance of emergency equipment such as specialized kits and rescue bags backboards suction devices splints stretchers and monitoring equipment.

Develops and oversees emergency medical and rescue training public education and other related educational and functional duties.

Teaches various swimming skills and basic diving for all age groups. Prepares material for
classes being taught. Ensures the safety of all patrons in the class.

Ensures all maintenance work water chemical testing pool vacuuming filtration and equipment are within the scope required by preventative medicine standards.

Serves as the subject matter expert on aquatics for the installation.

Program Management and Administration (includes but not limited to):

Plans and coordinates the details of recurring and nonrecurring activities special events and joint community undertakings within the assigned program(s) to make maximum use of resources consistent with military mission and with the principles of Morale Welfare and Recreation (MWR) program development.

Assists the Fitness Program Director in periodically updating the departmental strategic plan and reports.

Assists in projecting income derived from fees and charges. Monitors inventories cost controls patron counts and maintains related records and reports.

Seeks ways to directly connect departmental plans to current CNIC MWR priorities including recruitment and retention.

Coordinates program efforts with other Fitness Division team members.

Works closely with other MWR departmental personnel in regard to scheduling supervision and facility guidelines.

Identifies installation and MWR target groups with whom special programs may be cosponsored

Assists in developing and maintaining a comprehensive publicity and marketing plan to include public relation duties (e.g. preparing and distributing flyers press releases brochures etc.)

Supervisory duties comprise 25% of incumbents time and include but are not limited to:

Directs work to be accomplished by staff.

Assigns work based on priorities difficulty and requirements of assignments and staff capabilities.

Conducts annual performance reviews of staff.

Participates in section staffing decisions.

Ensures staff receives proper training to fulfill requirements of their positions.

Addresses potential disciplinary and/or performance issues timely and takes appropriate corrective action(s) as necessary. Supports CNICs Equal Employment Opportunity (EEO) policy; fosters a work environment free of discrimination harassment and/or reprisal; ensures all subordinate staff understand and adhere to the policy; and ensures treatment of all staff is fair and equitable.

Directly supervises assigned staff.

Requirements

Conditions of Employment

  • Occasional travel of less than 10% may be required.
  • Incumbent is subject to work an uncommon tour of duty to meet program requirements including nights weekends and holidays.
  • May work with hazardous materials (e.g. cleaning agents gas etc.).
  • Must have or be able to obtain and maintain a valid state drivers license.
  • Incumbent must possess or be able to obtain the following within 90 days of hire: Bloodborne Pathogen Certification

Qualifications

Knowledge that enables the employee to competently and independently carry out fitness
aquatics and/or sports programs through the proper application of principles concepts and
techniques of recreation to specific needs of the community to be served.

Knowledge of Department of Defense (DoD) Department of the Navy (DON) and CNIC policies
and procedures governing the recreational activity certifications.

Knowledge of both NAF and appropriated fund (APF) funding government procurement
procedures cash handling procedures fiscal personnel material and cash management.

Knowledge of various specialty equipment both resale and fixed assets to ensure quality material
exists to enhance programs.

Knowledge of the roles of the lifeguards during a coordinated rescue scene for the safety of the
rescuers and the victim.

Knowledge of the beach environment (e.g. marine life beach and water hazard) is required for
waterfront lifeguard positions.

Knowledge of and ability to conduct pool chemical testing and adjust chemical imbalances and
document the results.

Skill in planning and executing a comprehensive fitness aquatics and/or sports program that
includes a variety of fitness and/or aquatics activities and/or individual and team sports which
meets the needs of the participating community.

Skill in effectively organizing and utilizing available community resources.

Skill in the use of Microsoft Office Programs (e.g. Word Excel Power Point Outlook)
and other operating systems used in the program area.

Ability to analyze and prepare clear concise and technically sound reports related to work within
the Branch.

Ability to perform the full range of supervisory duties.

Ability to develop and effectively deliver presentations and/or training.

Ability to communicate effectively both orally and in writing.

Education

A fouryear degree in recreation or a related field OR at least three years of experience in an Aquatics Program.

Incumbent must possess the instructor certification as a lifeguard water safety instructor and International Life Saving Federation
or Red Cross Waterfront (waterfront only) certification in accordance with MWR policy.

Incumbent must possess and maintain:
CPR for the Professional Rescuer and Emergency Response through the American Red Cross or equivalent

The following certifications are preferred:
Lifeguard Instructor
Water Safety Instructor
Certified Pool Operator
American Red Cross Small Craft Safety Training

Additional information

Salary is dependent on experience and/or education.

Some positions have special requirements. Selection may be tentative pending the completion of these requirements. Special Requirements: This is an 18month (unaccompanied) or 24month (accompanied) tour located in Manama Bahrain.
