A leading public sector organisation is seeking committed and experienced Housing Enforcement Officer to join the Private Sector Housing Services part of the Housing and Communities Directorate in our client office.
Job Title: Housing Enforcement Officer

Advertised Salary: 30 35 (Umbrella) per hour
Location: Hybrid (23 days in the office)
Duration of assignment: 3 months temporary with potential to become permanent
Key Responsibilities:
Property Inspections and Compliance: Conduct property inspections HHSRS assessments draft schedules of work prepare and serve notices interview people under caution execute warrants of entry and carry out works in default. Prepare cases for prosecution or civil penalties to maintain and improve standards in the private rented sector.
HMO Management: Collaborate with owners and managers of licensable HMOs to ensure properties are licensed wellmanaged maintained meet amenity standards and comply with HMO Management
Regulations.
Complaint Response: Respond promptly to complaints about serious disrepair and housingrelated nuisances evaluate risks and hazards and determine remedies.
Collaborative Working: Develop and maintain relationships with various services and organizations to ensure wellcoordinated service delivery and effective resolution of complex problems.
Team Collaboration:
Work with colleagues and the wider Council to tackle harassment unlawful eviction prevent homelessness and ensure compliance with housing laws in Councilmanaged accommodation.
InterAgency Cooperation:
Collaborate with Planning Revenues & Benefits Housing Options & Advice AntiSocial Behaviour Team Trading Standards Police Immigration Fire & Rescue Service and other services to identify and target HMOs needing licenses or urgent inspections.
Professional Development:
Stay updated on private sector housing enforcement legislation and new practices through research courses briefings and networks.
Efficiency and Compliance:
Maximise productivity minimize errors manage information securely using Office 365 and internal IT systems and eliminate discriminatory practices or behaviors.
Health Safety and Welfare:
Candidate s requirements - HHSRS certificate - Recent experience of enforcement activities under the Housing Act 2004, including the drafting and issue of enforcement notices, financial penalties, magistrates court, and first tier tribunal - Recent experience of undertaking housing inspections, the recognition of Category 1 hazards, and the remediation of Category 1 hazards
