Sous l autorit du Directeur g n ral la personne titulaire de ce poste planifie dirige organise et contr le les activit s des Services sous sa responsabilit et collabore activement aux initiatives transversales du Directeur g n ral. Elle exerce un r le consultatif essentiel quant aux r flexions en lien avec les orientations strat giques de la Ville et voit la mise en uvre des actions en d coulant le tout en troite collaboration avec le Directeur g n ral et le conseil municipal.


Par son expertise et ses comp tences en gestion de projets elle soutient le Directeur g n ral et le conseil municipal dans la qu te de l am lioration continue de la qualit des services offerts la communaut . Elle joue donc un r le cl dans le dynamisme et l enrichissement de la qualit de vie des citoyennes et citoyens de Victoriaville.

T ches et responsabilit s

  • Assurer la planification l organisation la direction le contr le et le suivi des activit s des Services sous sa responsabilit ;
  • Superviser et conseiller les directeurs de Services sous sa responsabilit dans l exercice de leurs fonctions;
  • Agir titre d expert aupr s du Directeur g n ral et du conseil municipal sur toutes questions relevant de sa comp tence;
  • Participer aux r flexions strat giques visant le d veloppement de l organisation et assurer la r alisation de la planification en d coulant;
  • S assurer que les actions pos es par les Services sous sa responsabilit respectent la planification strat gique de la Ville et tiennent compte des enjeux et des priorit s du conseil municipal;
  • Promouvoir une approche multidisciplinaire favorisant la concertation et la collaboration des Services municipaux et des intervenants dans l objectif de mettre en place des solutions novatrices dans la r alisation de projets d envergure;
  • Assister le Directeur g n ral dans l exercice de la pr paration budg taire de la Ville;
  • Effectuer un suivi rigoureux des budgets des Services sous sa responsabilit et apporter les ajustements n cessaires en respect du budget adopt ;
  • G rer diff rents dossiers strat giques ainsi que diff rents mandats confi s par le Directeur g n ral;
  • Si ger diff rents comit s internes et externes sur lesquels elle est d sign e;
  • R diger divers rapports techniques administratifs ou de gestion dont certains sont destin s au comit de direction ou au conseil municipal de fa on apporter toute l information pertinente la prise de d cision;
  • Assurer un leadership clair et mobilisateur tant aupr s des partenaires du milieu que des employ s municipaux;
  • Contribuer activement au maintien d un climat de travail favorable et au respect des diff rentes politiques conventions collectives et protocole de travail des employ s cadres et nonsyndiqu s proc dures et r glements de la Ville;
  • Instaurer des pratiques de gestion innovantes ax es sur l optimisation des processus pour accro tre l efficience organisationnelle;
  • Repr senter la municipalit lors d v nements officiels en l absence du Directeur g n ral;
  • Assumer les fonctions du Directeur g n ral en son absence pour garantir la continuit de l administration municipale et l ensemble de ses responsabilit s avec tous les devoirs et pouvoirs qui sont pr vus par la Loi des cit s et villes ou les autres lois pertinentes.



Profil

Formation
  • D tenir un dipl me universitaire de premier cycle en gestion publique en administration des affaires ou dans un domaine connexe;
  • D tenir une formation universitaire de deuxi me cycle en administration publique peut constituer un atout;
  • Formation en am lioration continue et/ou en gestion de projets peut constituer un atout.

Exp rience
  • Cumuler dix (10) ann es d exp rience dans un r le de gestionnaire dont id alement cinq (5) ann es dans le secteur municipal;
  • D tenir une exp rience pertinente dans les processus d optimisation et dans la gestion de projets.

Profil de comp tences
  • Poss der d excellentes connaissances des enjeux li s la politique municipale et l approche citoyenne;
  • Faire preuve d un jugement pratique d autonomie d initiative d une aptitude analyser diff rents probl mes et trouver des solutions novatrices;

Become Victoriaville s Deputy General Manager


Under the authority of the Director General the person holding this position plans directs organizes and controls the activities of the services under his or her responsibility and actively collaborates in the Director Generals crossfunctional initiatives. She or he plays an essential advisory role in discussions related to the citys strategic orientations and sees to the implementation of the resulting actions all in close collaboration with the Director General and the municipal council.

Through his or her expertise and project management skills he or she supports the Director General and the municipal council in the quest for continuous improvement in the quality of services offered to the community. The selected individual therefore plays a key role in the enrichment of the quality of life of the citizens of Victoriaville.

RESPONSIBILITIES

  • Ensure the planning organization direction control and monitoring of the activities of the services under your responsibility.
  • Supervise and advise the Service Directors under your responsibility in the exercise of their duties.
  • Act as an expert to the Director General and the municipal council on all questions falling within your competencies.
  • Participate in strategic reflections aimed at the development of the organization and ensure the implementation of the resulting planning.
  • Ensure that the actions taken by the services under your responsibility respect the citys strategic planning and take into account the issues and priorities of the City Council.
  • Promote a multidisciplinary approach favoring consultation and collaboration between municipal services and stakeholders with the aim of implementing innovative solutions in carrying out largescale projects.
  • Assist the Director General in the exercise of budget preparations for the city.
  • Carry out rigorous monitoring of the budgets of the services under its responsibility and make the necessary adjustments in accordance with the adopted budget.
  • Manage various strategic files as well as various mandates entrusted by the Director General.
  • Serve on various internal and external committees to which she or he is appointed.
  • Write various technical administrative or management reports some of which are intended for the management committee or the municipal council to provide all the relevant information for decisionmaking.
  • Provide enlightened and mobilizing leadership to both local partners and municipal employees.
  • Actively contribute to maintaining a favorable work climate and compliance with the various policies collective agreements and work protocols for management and nonunionized employees procedures and regulations of the city.
  • Establish innovative management practices focused on process optimization to increase organizational efficiency.
  • Represent the city at official events in the absence of the Director General.
  • Assume the functions of the Director General in his absence to guarantee the continuity of municipal administration and all its responsibilities with all the duties and powers provided for by the Cities and Towns Act or other relevant laws.


REQUIREMENTS / PROFILE SOUGHT


Education

  • Hold an undergraduate university degree in public management business administration or a related field.
  • Graduate degree in public administration an asset.
  • Training in continuous improvement and/or project management an asset.


Experience

  • Accumulate ten (10) years of experience in a managerial role including ideally five (5) years in the municipal sector.
  • Have relevant experience in optimization processes and project management.

Competencies

  • Have excellent knowledge of issues related to municipal policy and how to approach citizens.
  • Demonstrate practical judgment autonomy initiative and an ability to analyze different problems and find innovative solutions.
  • Be an organized structured person and able to manage various files simultaneously.
  • Have expertise in project management and be resultsoriented.
  • Have great skills in negotiating and fostering collaboration.
  • Demonstrate political sense mobilizing leadership and a strategic vision.
  • Demonstrate a marked interest in the quality of services offered to citizens and seek excellent results.
  • Have a perfect command of the French language both spoken and written as well as of various business softwares.
