Job Summary:
To provide expert and specialist knowledge to a regulatory service that is responsible for protecting the community using relevant legislation to control and enforce in the Private Sector Housing Enforcement and Licensing Team.
To assist in the maintenance and improvement of the borough s environment and wellbeing by identifying investigating and effectively dealing with breaches of legislation through written or verbal advice or warnings notices seizures and other legal action in accordance with the Enforcement Concordat and Enforcement Protocol.
The post holder will assist with the organisation and training including tutoring of junior officer and trainees who may not be Southwark employees providing mentoring and guidance to Enforcement Officers.
The post holder will be prepared to represent the division department and council on matters relating to their area of professional expertise.
Key Duties/Accountabilities:
To assist the team leader as required in leading and managing an operational team.
To provide expert direction and professional guidance as required to officers of the business unit and the wider council.
To create effective partnerships with other key agencies including the Police HMRC London Fire Brigade LACORS BRE Food Standards Agency PCT to deliver a multipartnership response to the effective delivery of environmental health and trading standards services.
To contribute to producing management information and reports on performance and quality taking appropriate remedial action where needed to ensure that changing priorities and circumstances are managed targets and standards met and value and performance optimised.
Essential Experience Required:
Experience of providing expert/specialist advice and guidance within Private Sector Housing Enforcement & Licensing.
Experience of enforcing relevant legislation in accordance with enforcement concordats and protocols.
Experience in preparing legal papers and appearing as a witness in court.
Experience in managing and prioritising a complex caseload within specific time scales.
Extensive experience in carrying out inspections under HHSRS.
Extensive experience in writing schedules of work and serving notices under Housing Act 2004.
Experience in preparing prosecution bundles and appearing as a witness in court and/or at FTT.
Experience in serving CPNs.
A minimum of 2 years relevant postqualification experience within the field of Private Sector Housing Enforcement & Licensing.
Essential Qualifications Required:
A relevant degree in an appropriate discipline or an equivalent academic or professional qualification.
Detailed knowledge of the statutory functions and obligations placed on a local authority in relation to services provided by Regulatory Services.

Ability to use IT software packages including Microsoft word Excel and PowerPoint (to be tested).
Contracted Hours 36 (9am 5pm)
