Job Description

Your future role & Job Purpose

One of our prestigious clients in Kingdom of Saudi Arabia is looking to hire a Senior Procurement Consultant who will be responsible for but not limited to:

  • Purchase goods materials components or services in line with specified cost quality and delivery targets Review and recommend revising purchasing practices to ensure their conformance with best industry practice established laws the Supply Chain Manuals and approved processes.
  • Conduct monthly file reviews.
  • Identify potential items to be included under purchase agreements.
  • Develop and maintain purchase agreements.
  • Plan lead and monitor purchase agreement
    Lead/participate development initiatives.
  • Lead/participate crossfunctional teams.
  • Cover a supervisor role.
  • Mentor & coach new employees
  • Establish strategy and best practices for staff to ensure achievement of overall business objectives.
  • Work with the Purchasing team to translate strategy into specific annual performance goals and departmental objectives including KPIs
  • Deliver briefs updates and reports as and when required.
  • People management responsibility.
  • Take responsibility for a specific project or hold a larger remit in terms of purchasing responsibility.
  • Build maintain and manage supplier relationships and ensure good communications.

Key Accountabilities

  • Executes and manages Purchase Orders for the procurement of major/critical commodities services and complex procurements with emphasis on improving supplier quality and lowering total cost of ownership for the program.
  • For select commodities develop and execute longterm strategy deployment supplier cost modeling supplier opportunity assessments supplier financial analysis negotiations longterm contract establishment continuous supplier performance improvement and supplier relationship development.
  • Coordinates purchasing activities with internal partners to acquire products and services in a cost effective and timely manner.
  • Ensure the application of the commodity strategy by adhering to purchasing plan with key suppliers.
  • Prepares and issues moderate to high complexity value and risk purchase orders and complex agreements and ensures all procurement actions which commit the company are properly documented reviewed and approved consistent with policy and procedure. Is able to identify risks and mitigate them when negotiating terms and conditions.
  • Ensure continuous supply of required goods and materials and communicate any supply problems which may pose a risk or impact on business operations.
  • Ensures communications regarding material status is being generated presented and distributed to appropriate personnel.
  • Attend meetings and update others on issues or concerns in particular when there is a risk which could prevent the organization meeting customer demands or where there are over capacity concerns.
  • Mentor and coach Buyers to enhance their career and professional development.
  • Provide leadership coordination and coaching to the team ensuring they are trained enabling them to achieve the operational and financial metrics within their areas of responsibility and succeed in their roles.
  • Develop and maintain Project Procurement Plans and Schedules for all Projects.
  • Coordinates with Engineering on their deliverables towards project for drawings purchase requisitions MTOs etc.
  • Follows up with procurement for timely release of POs in line with ROS dates on the procurement plan.
  • Regularly reviews the fulfilment by suppliers of all contractual requirements in regard to customs and duties with the support of the concerned function (taxation expediting Logistics etc.)
  • Oversees claim management with the suppliers in coordination with Cost Control and procurement.
  • Control Project Procurement Budget
  • Responsible for reporting monthly progress supplier claims and project cost summary to procurement management and into the project. Regularly updates suppliers cash out & project milestone recognition related to procurement

Who we are looking for
Experience:

  • Minimum 20 years experience in Buying/Procurement or Min 15 years relevant experience in a similar role
  • Ship building/Rig building/ MRO/ Equivalent Industry experience is mandatory.
  • Vast experience in Sourcing and in a leadership role related to project procurement.
  • Experience as Project Manager / Tender Project Manager or Senior Purchasing Manager

Education:

  • Preferably masters degree in business or Minimum Bachelors degree in Engineering from an accredited university or college

Professional Qualifications:

  • Have professional supply chain certification such as MCIPS or CPSM

    Participate in PSCM customer forums and focus meetings.
    Conduct site visit to end user facility to support company operational requirements.

  • Customer Support: Resolve Purchase Requisitions and Purchase Orders issues with external stakeholders.
  • Suppliers: Build maintain and manage supplier relationships and ensure good communications.
  • Contractors: Negotiate contracts improved prices and terms of business with suppliers and review opportunities to make business savings utilizing negotiation and procurement best practice tools and methods. Responsible for managing relationships and negotiating with key suppliers at a senior and strategic level.
