Job Description

If you have a broad command of fisheries management and experience related to IUU fishing through research analysis data collection management and/or enforcement this position will empower you to contribute in a meaningful way and make a difference in important ocean conservation efforts. SFP is looking for someone whose experience and personal values and interests align with our mission. SFP is expanding the scope of its efforts to combat illegal unreported and unregulated (IUU) fishing globally and systematically. The organization has recently received multiyear funding to support this work. Specifically SFP will raise the profile of IUU risks and evidence to seafood supply chains by collecting and analyzing more available data related to IUU fishing. To help address this issue technologies such as electronic monitoring have improved reduced in cost and have been adapted to target IUU fishing. SFPs aim is to establish connections between the private (i.e. seafood industry) and public (i.e. fisheries regulators) sectors to work together to strengthen the fight against IUU fishing.


ACTIVITIES AND DELIVERABLES


The consultant will provide SFP services across a range of IUU projects on a relatively tight time schedule. Services will include the following:


1. IUU scores research and development

a.Assist SFPs FishSource team to develop a methodology for evaluating fisheries using new IUU fishing scores

b.Assist the FishSource team in writing the final draft of the methodology and guidance for analysts to evaluate fisheries using the new scores

2. Electronic monitoring (EM) report research and writing

a.Lead project management for finalizing a report on how electronic monitoring (EM) should be used to fight IUU fishing

b.Assist the Global Policy Director in researching and writing sections of the draft report

c.Compile feedback on the draft from at least five internal (SFP) and five external stakeholders

d.Assist the Global Policy Director in writing and publication of a final report for applying EM to fight IUU fishing

3. Regulators and seafood industry convening planning

a.Assist the Global Policy Director in conducting an inperson convening of seafood executives and fisheries regulators in September 2024 including:

i.Organizing logistics of the convening

ii.Preparing materials in advance and for the convening

iii.Participating in the convening by carrying out tasks related to logistics notetaking and assisting the facilitator


LEVEL OF EFFORT

This is a fulltime consultancy. The anticipated start date is 12 February 2024. Approximately 8month contract.


COMPENSATION

Fixed consulting fee (negotiable)


ESSENTIAL QUALIFICATIONS AND SKILLS

Masters degree in fisheries management or related field (or a Bachelors degree plus a minimum additional 2 years experience)

Minimum 2 years experience in policy implementation research or evaluation of addressing illegal unreported and unregulated (IUU) fishing or related fisheries management control surveillance and enforcement (MCSE)

Strong organizational and project management skills including the ability to coordinate concurrent projects

Excellent communication skills in English (speaking reading and writing) including ability to present complex issues effective to industry audiences and to be persuasive and credible

Strong interpersonal skills including the ability to build relationships of trust and influence with industry and government/regulator audiences

Ability to work comfortably and effectively in a mostly or fully online environment

Cultural awareness to work and communicate effectively with diverse colleagues and stakeholders

Scheduling flexibility to facilitate interactions with globally dispersed colleagues and stakeholders
