Job Description

Your IT Recruiter is seeking a Director of Proposal Management for our client.


Seeking a Director of Proposal Management for the Proposal Center of Excellence to contribute to the growth of new and retention of current business through the development of winning proposals. This highly visible role works closely with executive leadership capture personnel operations management and external partners. Duties are performed within a team environment with a focus on quality and excellence. Reporting to the Chief Growth Officer the Director of Proposal Management will be responsible for leading teams in capturing managing and winning large proposals and new IDIQ/GWACs within Federal Civilian and DoD communities.


This role will have remote work options.



Requirements

Responsibilities

  • Manage the successful development of compliant competitive and compelling proposals through effective collaboration across teams.
  • Apply experience and best practices in proposal team management to ensure timely delivery of proposal submissions that are fully compliant with solicitation instructions.
  • Lead and analyze RFI RFQ RFPS and other bid documents for requirements and summarize requirements for team members.
  • Author appropriate proposal sections and help design graphic concepts.
  • Oversee company wide proposal operations infrastructure including current repositories overall governance and knowledge management.
  • Oversee corporate processes for technical proposal management planning writing editing production and quality assurance working collaboratively with operating divisions and business proposal staff.
  • Ensure a comprehensive proposal knowledge management infrastructure including development and maintenance of proposal guides artifacts templates examples compliance and boilerplate text.
  • Implement improvements and enhancements to proposal management process and execution
  • Ensure development and distribution of appropriate proposalrelated documentation including compliance matrices style guides outlines schedules writing guidance and kickoff presentations.
  • Manage and develop a high performing team that meets and even exceeds key performance indicators (KPIs) established for the team and greater department.
  • Coach and train proposal team members on the development of complex compliant and compelling proposal responses.
  • Coordinate with the contracts and pricing staff on cost and contractual volumes to ensure appropriate schedules and inputs.
  • Lead and coordinate proposal status and team meetings.
  • Manage and write sections of key strategic proposals.
  • Ensure proposals adhere to corporate standards for quality through rigorous quality assurance procedures.
  • Envision the entire proposal tie in the win themes review with the other groups run through daily meetings understand and manage the entire proposal.
  • Participate in the successful compilation of the relevant slides for the Quarterly Board Meetings.
  • Other duties as assigned.

Required Education:

  • Bachelors degree from a fouryear accredited college or university in relevant field.

Required Experience:

  • Minimum 7 years of federal government proposal management experience
  • 5 years of experience supporting proposals for Health Science and Technology customers.
  • Demonstrated experience using established industry best practices processes and systems.
  • Demonstrated success in all phases of technical proposal strategy design and production.
  • Demonstrable record of designing and producing winning multimilliondollar proposals and knowledge of proposal best practices.

Required Knowledge Skills and Abilities:

  • A detailed understanding of Federal Acquisition Regulations.
  • Knowledge of federal government contract types
  • Proven leader with the ability to provide daily guidance and realtime constructive feedback to team members
  • Ability to work successfully and collaboratively in a matrix environment and proven record of fostering effective team collaboration
  • Superior organization writing delegation and time management skills and the ability to work well under pressure.
  • Willingness to work occasional extra hours and do whateverittakes to get the job done.
  • Ability to prioritize and manage a few projects simultaneously; able to be handson as well as strategic.
  • Positive attitude and works well with others.
  • Understands how communications can influence business results and is able to articulate this dynamic in interactions with senior executives.
  • Demonstrated ability to counsel and effectively influence with and without authority; strong interpersonal skills and the ability to interface with all levels of management; ability to project a confident leadership image to peers subordinates and executive management.
  • High level of expertise with Microsoft Office Suite including Word Excel PowerPoint and SharePoint.
