One of our prestigious clients in the Kingdom of Saudi Arabia is seeking a Division Head for Rigs Proposal & Estimation to be based in Kingdom of Saudi Arabia.
Job Purpose:
Coordinate development of Proposal & Estimate process and Prequalification (PQ) activities.
Key Responsibilities:
- Support Sales in collecting PQ material based on Client requests.
- Manage PQ within budget time and performance.
- Develop PQ schedule and compliance matrix including Technical Assessment Reports ( TARs).
- Prepare PQ kickoff documentation and lead the proposal kickoff meeting and tender meetings.
- Coordinate with the PQ supporting functions.
- Accurate proposals within timing and budget constraints including estimation of possible risks for the company and possible opportunities to enhance company offer towards the client.
- Run prescreening for Request for Quotations (RFQs) /Invitations to Tender (ITTs) and present to Proposal & Estimate Manager recommendation on go/nogo decision.
- Manage of the tender and pursuit compliance within budget time and performance.
- Develop Proposal schedule compliance matrix including TARs and budget (collecting also budget from other functions)
- Prepare Proposal kickoff documentation in addition to leading the proposal kickoff meeting and tender meetings.
- Coordinate with the Proposal supporting functions.
- Commercial review of the Invitations to Tender (ITT) and corresponding contracting terms and conditions.
- Support Vice President (VP) of Business Development with the pursuit approval process including preparation of the Business Review Committee (BRC) and Board approval documentation.
- Coordinate Project Execution Department (PED) development in conjunction with estimating department.
- Coordinate Risk Management process including kickoff/workshops maintain risk register distribute as per matrix and followup on actions.
- Coordinate handover process of awarded projects.
- Submit to Clients the Client Satisfaction Survey and followup regularly to collect responses.
Qualifications & Experience:
- Bachelors degree in Naval Architecture & Marine Engineering Mechanical Engineering Electrical Engineering (or equivalent).
- 12 years of experience in Shipbuilding or Maritime or Oil & Gas Industry.
- Technical Certifications in the related field.
