Requirement Description: The Ohio Department of Aging (ODA) is looking for an experienced, skilled, and motivated Technical Program Manager to join the team. The candidate will be supporting State Ombudsman Office 's projects and assisting in developing application system to support aging community. The ideal candidate will be involved in design, development, , customization, configuration, testing, deployment of applications and provide post deployment support to end users.

This position will function as a highly skilled technical program manager with specific responsibilities that include:

Develop and lead the enhancement of a robust State Ombudsman System, ensuring compliance with relevant regulations and standards.

Collaborate with stakeholders to gather and analyze requirements, translating them into technical specifications and system architecture.

Design and build the system's architecture, ensuring scalability, security, and optimal performance.

Utilize programming language and frameworks (.NET, Bootstrap, Angular, MVC) to create the necessary modules, interfaces, and functionalities.

Leverage SQL database structure and optimize data storage and retrieval processes for efficient complaint management.

Integrate secure user authentication and authorization mechanisms, including role-based access control (RBAC) to control system access.

Enhance web interface for complaint submission, case tracking, and reporting.

Integrate data with external system, ensuring data quality and privacy protection.

Create automated notification to keep complainants and relevant parties informed about the status of their cases.

Collaborate with cross-functional teams to ensure seamless integration of system components.

Provide post implementation support to end users

Produce technical and operational documentation

Mandatory Requirements 4 years college degree or equivalent technical study

10 years of Ombudsman System development experience

10 years of Application Development including web forms, Web API, and data integration

10 years of .NET Web Forms

10 years of MVC experience

10 years of .NET Core experience

10 years of Angular 5 and above, Bootstrap, JQuery experience

7 years of project management experience

7 years of Oracle or Microsoft SQL Server experience

3 years Azure DevOp experience

5 years Python
