Job Description

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

  • 1.0BACKGROUND: Musician services in support of the Joint Expeditionary Base Little Creek Fort Story (JEBLCFS) Religious Program are required for special events, ceremonies, worship, and worship team rehearsals under OPNAVINST 1730.1E (Religious Ministry within the Department of the Navy).
  • 2.0SPECIFICATIONS: The period of this contract is from 1 October 2023 and five additional years. Immediate government point of contact for this contract will be the Command Chaplain, Joint Expeditionary Base Little Creek-Fort Story. For the purpose of this contract, a unit will equal one hour and a half. The services shall include, but not be limited to the following:
    • 2.1Perform up to 84 nits per year for the chapel. A unit is defined as one event, such as a worship service, a music rehearsal, a special event, etc. A unit is typically one hour to one and one half hours in length.
      • 2.1.1Provide for one (1) Protestant Sunday worship service per week for a total of 52 per ear. The Protestant worship service shall start at the normal scheduled time and estimated to last about one and a half hours. Schedule is subject to change; two weeks notice of any change shall be provided to musician.
      • 2.1.2Conduct monthly Protestant worship team rehearsals for a total of 12 rehearsals. The rehearsals shall include rehearsal time for special musical selections. Rehearsals shall last approximately one (1) hour. Date and time of the rehearsal is decided by Command Chaplain.
      • 2.1.3Provide for special services including, but not limited to: Christmas Eve, Good Friday, Easter, etc. not to exceed 10 units per year.
      • 2.1.4Plan and provide music for memorial services, and special events, not to exceed 10 units per year, in coordination with the Command Chaplain.
    • 2.2Lead and rehearse all volunteer musicians, including adult and children s choirs and other instrumental ensembles, vocalists, and instrumental soloists.
    • 2.3Recommend relevant musical selections to the Officiating Chaplain; lead the congregation in appropriate worship music with or without the support of a choir and/or praise team; train choir and/or praise team members for performance.
    • 2.4As a member of the congregation s leadership team it is essential that the Director of Worship follow the direction and style of service of the Officiating Chaplain in all aspects of the service. The musician shall consult weekly with the Officiating Chaplain prior to planning and providing music for all services, i.e. (worship services, memorial services, and special events). The final determination of all musical selections shall be made by the Officiating Chaplain.
    • 2.5The musician shall be responsible in distributing music to appropriate participants and shall organize and maintain all Protestant music peripherals at the chapel. Copyright laws/rules must be observed.
    • 2.6The musician shall arrive for all services no later than 30 minutes prior to the start of the service.
    • 2.7Musician shall possess the ability to develop rapport, and promote teambuilding within the Protestant congregation, choirs, praise teams, and/or other groups.
    • 2.8The musician shall be available within forty-eight (48) hours notice (either verbal or written), to provide Musician/Worship Leader services as necessary to the Protestant program.
    • 2.9Notify the Command Chaplain by telephone and email between 2-3 hours ahead of scheduled time when unable to perform services due to, illness, inclement weather, and/or emergencies and 2 weeks for scheduled time off.
    • 2.10Provide a pre-approved substitute when unable to perform services required as depicted in this Performance Work Statement (PWS) at no additional cost to the government. Officiating Chaplain must be notified and approve of planned substitutions two weeks in advance of arranged absences (i.e. vacations and holidays).
    • 2.11Provide a list of possible substitutes in advance of requirements for pre-approval and processing of base access.
    • 2.12Submit all requests for supplies and music to the Command Chaplain as necessary. The musician shall not obligate the Chapel for any purchases; no reimbursements shall be made. All music, supplies, and literature shall remain the property of the government.
  • 3.0DELIVERABLES: A handwritten or typed report will be submitted to the Government Point of Contact on a quarterly basis in or around the end of the following months: December, March, June and September, the report shall include but not limited to the following data: estimated number of worship services, and/or special services performed.
  • 4.0PLACE OF PERFORMANCE: The musician shall perform services on site at the Joint Expeditionary Base Little Creek Fort Story, Virginia Beach, VA (Little Creek Chapel) and on special occasion be asked to perform services at Fort Story.
  • 5.0TRANSPORTATION: The musician is responsible for transportation to, from and in-and-around the Place of Performance
  • 6.0PERSONNEL QUALIFICATIONS:
    • Personnel proposed for these services shall have the requisite skills and experience consistent with Protestant Contemporary Worship whose background and experiences are acceptable to chapel requirements.
    • Contractor must be able to demonstrate the ability to play modern contemporary music by playing in person 10 of the top 20 Contemporary Songs on CCLI chosen by the Command Chaplain.
    • The Protestant Director of Worship shall have a minimum of thre years specialized experience (or a combination of) planning, directing, teaching, leading, and supporting a Contemporary worship program in a church environment.
    • While an Associate s degree in Music or Choral is preferred, the Director of Contemporary Worship shall have three years (consecutive or cumulative) of demonstrated specialize experience in the field if Contemporary Worship Performance and Leadership and program management.
    • Specialized Experience, (Definition). Specialized Experience is defined as demonstrated background which includes three years (consecutive or cumulative) of either Performance in leading congregations in Contemporary worship, supervisory or independent Contemporary Worship programs, experience in planning, directing, teaching, leading of congregation of over 100 members, or a minimum of three years work experience in a music-related field which demonstrates knowledge or relevant musical preparations and performances for an audience with characteristics and applicable quality requirements to the same. The ability to play a variety of instruments used to lead Contemporary Worship.
    • The Musician must have a clear understanding of Navy organization and the pluralistic ministry requirements that affect the use of chapel facilities and staff.
    • The Musician must possess instrumental and vocal music skills in both direction and performance. These skills must include the ability to play a variety of worship music styles, as well as the ability to recommend relevant musical selections to the Officiating Chaplain; lead the congregation in singing with or without the support of a choir and/or a praise team. Priority hiring will be given to those who demonstrate the ability to lead worship from a guitar.
