Job Description

1. DESCRIPTION OF SERVICES/GENERAL INFORMATION.

1.1. Description of Services. This is a non-personal service contract for FY24 including option years (single base year and four options years, not to exceed five years) to serve as a Worship

Services Musician/Accompanist for Tinker Air Force Base (TAFB) Chapel Protestant and Catholic Communities. The musician s primary instruments are the piano and organ. The musician also serves as a resource person, and advisor, to the Music Directors and Chaplain(s) in charge of the TAFB Chapel Worship Services Music programs. The musician consults and coordinates with the Music Program Chaplain as assigned by the Wing Chaplain. The musician shall perform for the Catholic worship programs a maximum of two (2) Masses and one (1) rehearsal per week and for the Protestant worship programs a maximum of one (1) worship service, (1) choir rehearsal, and one (1) musician rehearsal per week, as well as any additional scheduled special services or performances deemed appropriate by the Wing Chaplain to accomplish the requirements as stated in this contract.

Rehearsals are scheduled by the Music Program Chaplain.

2. MISSION ESSENTIAL MUSICIAN SERVICES.

2.1. Air Force Instruction 52-105. Attachment 2: Direct and Indirect Mission Requirements Para 3. Identifies musicians for worship services as a direct mission requirement and mandates appropriated funds committal to resource the requirement.

3. EDUCATION AND EXPERIENCE REQUIREMENTS.

3.1.1. The musician shall provide evidence of appropriate professional competence by means of comprehensive knowledge of a church accompanist (a minimum of 1 year experience as a volunteer or paid position in a church setting working directly with church musicians, directors and choirs). The musician shall also have, a bachelor s in music or a combination of education (music education, performance, or theory) and experience in a professional setting equaling no less than three (3) years. The musician shall provide evidence of these requirements by means of resume and transcripts. The resume shall include locations/venues, dates and information of a supervisor or person of contact, such as the music minister.

3.1.2. The musician must be able to play the following instruments: organ and piano.

3.1.3. The musician must be able to sight-read music and play a variety of music to include but not limited to traditional (preludes, meditative instrumentals, postludes, praise choruses, congregational hymns, and classical music selections) and contemporary/inspirational styles of music according to the instruments capabilities.

3.1.4. The musician must, be able to accompany traditional choirs and praise teams/bands.

3.1.5. Tinker AFB Chapel request resumes for review of musicians' ability to play required genres of music, academic background, work experience, and accomplishments as pianist and organist.

4. GENERAL RESPONSIBILITIES.

4.1. Because of the unique requirements for worship services, the musician may be required to provide services on Federal Holidays.

4.2. Possess an ability to maintain healthy, functional interpersonal relationships with staff, parents, and children.

4.3. Must have the ability to communicate effectively both oral and written, efficiently organize, and manage diverse program elements.

4.4. Musicians shall identify themselves as musician personnel by introducing themselves or being introduced as musician personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, musician personnel shall appropriately identify themselves as musicians in telephone conversations and in formal and informal written correspondence.

4.5. The musician shall comply with all Federal, State, and Local laws and requirements, as well as applicable Air Force Instructions, local Operating Instructions, and policies and directives that apply to this position.

4.6. RESERVED

4.7. The musician shall pay any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves.

4.8. The musician shall notify the assigned Music Program Chaplain or Wing Chaplain of any problems or issues that arise during the performance of this contract.

4.9. The musician shall adhere to Air Force computer security requirements and usage directives.

4.10. The musician shall comply with mandatory training requirements for all musicians and maintain current training records.

4.11. The musician shall participate in the preparation for MAJCOM and Wing directed inspections, as required. The musician shall provide the services stated herein for the established service and rehearsal times or the musician will coordinate performance by a substitute of equal or higher proficiency.

4.12. When utilizing a substitute, the musician shall submit the name and qualifications of the proposed individual to the Music Program Chaplain for approval at least 5 days to any proposed absence. In the case of emergency, the musician will notify the Music Program Chaplain within 24 hours of emergency-based absence. The musician is responsible for all costs associated with providing a substitute.

4.13. The musician will either personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency, who has been approved in advance by the service chaplain or designee. Submit the names and qualifications of proposed sub musicians to the Contract Monitor for approval at least 14 days prior to the proposed absence. Sub musicians must meet the requirements for the position as outlined in this SOW. Musician is responsible for payment of substitute.

4.14. Possess the ability to constructively work with chapel staff and the public in a pluralistic environment.

4.15. The musician shall fill out and request services or supplies in support of both faith communities' music program in accordance with established Chapel Tithes & Offerings Fund (CTOF) NLT ten (10) days in advance of when funds are needed or Appropriated Funds (APF) NLT thirty (30) days in advance of when funds are needed. This requires the musician to be familiar and stay current with the 52 series AFIs and OIs. Upon receipt of supplies, ensure that the cardholder (if purchased by GPC) receives a copy of the invoice and packing slip.

4.16. The musician shall make his or her own copies, scans, and faxes with the provided all-in- one copier machine in room 9 of bldg. 5701. In the event this machine does not satisfy the publicity needs for an event, the musician will submit publicity reproduction needs by the suspense date established by the assigned Music Program Chaplain.

4.17. The musician shall be responsible for clean up after programs and return used facility space to its original setup and condition.

4.18. The musician shall be present during each weekend service (Mass and Protestant worship), from at least one-half hour before the worship service begins and remain until the worship service is over and ensure the areas used are cleared, returned to a neutral setting and secured.

4.19. The musician shall observe all local safety requirements and procedures and participate in random anti-terrorism measures (RAMs) as required by Tinker AFB Emergency Management operations when they occur.

4.20. The musician shall maintain the music storage areas in a clean, orderly, and safe manner and comply with base safety standards as it pertains to storage areas.

4.21. The musician shall open and secure the chapel and other facilities used for music activities as needed.

4.22. The musician shall maintain dress and appearance of a conservative nature and in good taste at all times.
