Job Description

The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:

1.0 DESCRIPTION OF SERVICES

1.1 General. The coordinator shall be responsible for the completion of all services outlined in this PWS in accordance with Department Of Defense, United States Air Force, ACC, 23d Wing, 23d Wing Chaplain (23d WG/HC) regulations, policies, instructions, and laws. The coordinator shall develop, implement, coordinate and evaluate Catholic religious education opportunities for Airmen and their families with assistance from the Catholic Parish Advisory Council (CPAC). The coordinator s areas of responsibility include coordinating with chapel staff, lay ministers, and the CPAC to carry out administrative and other support of all Catholic religious education programs offered and conducted at the Moody AFB Chapel. The coordinator is also responsible for the overall development, coordination and management of budget and publicity approved by the 23d WG/HC and in accordance with the Moody Chapel Ministry Plan in support of the Catholic RE program. Governing guidance comes from DoD, AF, the Arch Diocese of Military Services and Air Force Chaplain Corps governmental directives, policies and instructions as applicable.

1.2 Location. 23d WG, ACC, 23d WG/HC, 5120 Austin Ellipse, Moody AFB GA 31699-1501

1.4 Hours of Work. The coordinator shall maintain flexible office hours of not less than 20 hours per week to be conducted during normal regular duty hours (7:30-4:30). The exact work schedule shall be arranged with the Wing Chaplain. The schedule may be adjusted to meet requirements for duties outside of the normal regular duty hours.

1.4.1 The office hour schedule will be coordinated with the Wing Chaplain in order to maximize customer service to Moody Catholic community.

1.4.2 The coordinator is required to give the Wing Chaplain a two-week notice of any period of absence.

1.5 Qualifications and Experience. The Catholic Religious Education Coordinator must:

1.5.1 Possess a Master s degree in Religious Studies or Theology OR the applicant must have completed a minimum of one seminar of the required Archdiocese of Military Services (AMS) Certification Classes for Catholic Religious Education Coordinator Certifications Level 1 and Level II in Catechesis.

1.5.2 Be AMS catechist certified. Certification is valid for five years and is renewable. Certification requirement is listed on the following website:

1.5.3 Provide Certificate of Youth Protection Training (Boy Scouts USA, Dallas Charter, or at a local diocese around base/post). 1.5.4 Demonstrate a familiarity with, and commitment to, the Catholic faith and its doctrines, teachings and beliefs.

1.5.5 Have a minimum of two years teaching experience working in a Catholic Religious Education Program.

1.5.6 Demonstrate the utmost standard of professionalism and conduct with the entire staff, Catholic community, and individuals seeking assistance from the chapel.

1.5.7 Be a positive self-directed motivated individual with a depth of knowledge necessary to accomplish the day-to-day coordination of the R.E. Program.

1.5.8 Have the ability to work effectively in a fluid, fast paced, multi-faceted, pluralistic environment that engenders significant levels of stress and requires a high degree of coordination and cooperation.

1.5.9 Have a working knowledge with of Windows operating system, Microsoft Word, Excel, PowerPoint and Microsoft Outlook (E-Mail) communication.

1.5.10 Possess or be willing to acquire a basic working knowledge of Chapel Tithes and Offering Fund (CTOF) and appropriated funds budget process and procedures.

1.5.11 Furnish a resume as part of proposal showing experience, personal and professional references. The resume or cover letter must address all areas of the PWS.

1.5.12 Participate in a qualifying interview/evaluation as required.

1.5.13 Must be able to clearly communicate in English and conduct administrative requirements in verbal and written format as necessary.

1.5.14 Maintain professional conduct and present self in a neat, clean and well-groomed manner.

1.5.15 Maintain healthy and professional interpersonal relationships with staff and parishioners in a pluralistic military environment.

1.5.16 The Air Force Chaplain Corps accommodates requests for chaplain services and/or support for religious practices unless the specific accommodation is logistically impossible or prohibited by law or policy. The coordinator must be able to work in an environment that accommodates all faith traditions.

1.5.17 Coordinator shall provide information necessary for successful completion of a background investigation in accordance with Department of Defense Instruction (DODI) 1402.5.

1.5.18 Failure to cooperate with a background check by providing necessary documentation, fingerprints or other information needed for its completion or the reception of a derogatory report will result in elimination from consideration for the contract or termination of the contract if it has already been awarded.

1.6 Duty Requirements.

1.6.1 The coordinator shall work to develop, enhance, and expedite a comprehensive Catholic RE Program, including all necessary internal and external documentation. The coordinator will conform to Official Teachings of the Roman Catholic Church and the Liturgical and Sacramental Rites; according to the directives for the Rite of Christian Initiation of Adults, The Catechism of the Catholic Church, the United States Conference of Catholic Bishops, and the Archdiocese of Military Service. The coordinator consults and coordinates with the Catholic Priest and Wing Chaplain.

1.6.2 The coordinator will coordinate with the Catholic Priest to develop and implement the goals and

1.6.3 The coordinator will maintain work relating to the stated religious education programs, including family database, program registrations, class lists, volunteer information and sacramental record collection as necessary.

1.6.4 The coordinator will maintain and record enrollment and attendance of all Catholic Religious Education activities, services etc.

1.6.5 The coordinator will organize and setup classes; recruit volunteer teachers, substitutes, and other necessary staff; train teachers and substitutes; and provide workshops as required. Training will follow AMS guidelines.

1.6.6 Coordinate with the Catholic Priest on Liturgical/Seasonal Children s R.E. programs as needed (e.g. Christmas and Easter), Sunday school, Sacramental Preparations, and Ecumenical Vacation Bible School also to include any new program(s) for the Catholic Religious Education program. 1.6.7 Submit fund requests, as required, for support of Catholic programs to the Catholic Priest. See local Chapel Operating Instruction for specifics on submitting CTOF fund requests.

1.6.8 Maintain currency on religious and sacramental expectations of the Catholic Church and AMS and liaison to the local diocese.

1.6.9 Demonstrate the ability to work cooperatively with chapel staff and members of other faith groups for ecumenical, combined, and inter-faith children and adult activities.

1.6.10 Open and secure the chapel building and other facilities used for activities when chapel support staff is not on duty.

1.6.11 Work/Required Services. The coordinator shall provide the following services at Moody AFB chapel facilities upon agreement of the 23d Wing Chaplain. Times are subject to change at the discretion of the Wing Chaplain.

1.6.11.1 In coordination with the Catholic priest, develop and submit an annual calendar of events, CTOF and appropriated fund budgets, and an annual religious education curriculum and supplies order for approval determined by local instructions.

1.6.11.2 In coordination with the Catholic priest, provide budget history and recommendations to the Parish Advisory Council and the Account Manager in preparing an annual CTOF budget for the Catholic program.

1.6.11.3 Arrive at least one-half hour prior to the beginning of Sunday Formation classes and RE events. All used areas must be left in a clean and in an acceptable manner, i.e. disposing of trash in outside trash container, disposing of any left-over food items, and vacuuming, when necessary.

1.6.11.4 Meet weekly or as necessary, during normal chapel duty hours, with the chapel staff, to present Religious Education information. Attend the Catholic Parish Advisory Council (PAC) meetings, to present Religious Education information. A brief written report on Religious Education activities should be submitted for PAC minutes.

1.6.11.5 Maintain sacramental records for the Catholic religious education program; ensure all relevant parishes receive notice of all sacramental rites conducted a the Moody AFB Chapel; records the necessary correspondence and information; maintain records of sacramental preparation completed by those preparing to receive Eucharist and Confirmation.

1.6.11.6 Maintain resource rack and bulletin board with Catholic Religious Education material.

1.6.11.7 Plan events to honor and recognize the RE volunteers.

1.6.11.8 If awarded the contract, the coordinator must submit an application for a background check to the Chapel Staff in accordance with the Department of Defense Instruction (DoDI 1402.5), Criminal History Background Checks. Refusal to consent or any derogatory information found during background investigation will result in immediate termination of the contract.

1.6.11.9 Maintain a current comprehensive list of the volunteers and their responsibilities. 1.6.11.10 Provide and update (as necessary) a current comprehensive list of adult volunteers to the Chapel Staff (18 yrs and older) who work with children under the age of 18.

1.6.11.11 Ensure each individual that volunteers and works with children under the age of 18, has completed an Installation Records Check, Criminal History Background Checks.

1.6.11.12 Participate in at least one continuing education or professional development event each year when Chapel Tithes and Offering funds are available.

1.6.11.13 Maintain stock of expendable supplies and procure supplies as needed for the Catholic RE program.

1.6.11.14 Maintain flexible office hours of not less than 20 hours per week at the Moody Chapel. The majority of officer hours are to be conducted during normal regular duty hours (0730-1630 Monday through Friday). Hours may also be accomplished outside of duty hours, e.g. Sunday, to accommodate RE program requirements.

1.6.11.15 Ensure all volunteers are aware of local safety requirements and procedures.

1.6.11.16 Accountable for paying any Social Security payments, Federal or Local Income Taxes, and State Unemployment Insurance premiums for themselves, as well as any individual employed or subcontracted by them to provide services under this contract.

1.6.11.17 Personally perform the services described above or coordinate performance by a substitute of equal or higher proficiency who has been approved two weeks in advance by the Wing Chaplain or designee. Substitutes must meet the requirements for the position as outlined in this PWS. Coordinator is responsible for payment of substitute.

1.7 The Wing Chaplain or designee will monitor and inspect the coordinator s performance.
