Job Description

Agilious is looking for a top-notch Project Manager to join our Agile Software Product development practice, supporting a new and very innovative Federal Government agency Digital Services program. Our Agile software development team works closely with our customers to design and build powerful, yet easy to use modern software products, and web-based custom enterprise software applications.

In this role, you will be at the center of a fast-paced and flexible delivery environment and be relied on to make quick, effective decisions as you focus on defining, developing, and delivering innovative IT projects.

Position Overview:

Is the owner of customer-facing project delivery for IT solutions. 

  • Works with and through both functional and technical project team members to deliver solutions using an agile framework and practices.

  • Effectively plans, coordinates, executes, monitors, and manages work requests and related tasks utilizing strong and pervasive project management expertise for IT projects and IT management.

  • Understands project requirements from both a business and a technical standpoint, and serves as the liaison between business users and the project team.

  • Demonstrates leadership skills to manage project resources and cultivate strong customer relationships.

  • Manages contractual, financial, and personnel related issues associated with project delivery.

  • Performs project resource management and capacity planning to make optimal use of resources.

  • Regularly monitors and measures project performance.

  • Develops strategies for contingency planning and risk mitigation; identifies and solves project issues effectively.

  • Supports proposal development, new customer demos, and other pre-sales activities as needed.

Duties and Responsibilities

  • Agile Application Development and Supporting Functional Areas

    • Work with talented developers to architect and develop cutting-edge software applications using the latest in web development and database technologies.

    • Responsible for leading our teams in developing product features, maintaining the Agile framework and best practices, clearing roadblocks for the team and keeping them organized.

    • Managing software engineering and database transformation for improving existing light-weight business applications or supporting prototyping and proof of concepts

    • Lead development of an agency-wide strategy to establish design standards for the agency’s products, including but not limited to incorporating User Experience and usability into current product development practices to ensure technology offerings are centered around user needs and goals.

    • Lead engagement with PMOs to develop repeatable methodologies and processes to track, monitor and report on initiatives/project status including.

    • Lead the development and maintenance of a performance measurement framework and dashboards / visualizations for meeting mission requirements and maintaining quality standards.

    • Lead support to change management functions including development of communications mechanisms, process documentation, or training materials.

    • Work closely with the team in identifying and recommending contingency measures and risk mitigations where necessary.

  •  Project Management

    • Managing project scope and schedule while focusing on regular and timely delivery of value; organize and lead project status and working meetings; prepare and distribute progress reports; manage risks and issues; correct deviations from plans; and perform delivery planning for assigned projects.

    • Manage and report on project forecasts and costs to ensure projects are delivered on-time, within scope and within budget.

    • Establishment and ownership of a monthly burn down budget, and status to stakeholders.

    • Ensure project tasks are through to completion—identify gaps, ensure proper testing, and communicate status to stakeholders.

    • Provide transparency to the Product Owner, stakeholder, and the customer organization at all stages of projects through consistent and accurate reporting.

    • Manage changes in project scope, schedule and costs both internally and against stakeholder expectations.

    • Ensure development of comprehensive project documentation, and training materials as needed.

    • Define and manage a well-defined project management process and champion ongoing process improvement initiatives to implement best practices for guiding an agile development project.

  • Team Management

    • Assist in team development while holding teams accountable for their commitments, removing roadblocks to their work; leveraging organizational resources to improve capacity for project work; and mentoring and developing team members.

    • Team Building—Promote empowerment of the team, ensure that each team member is fully engaged in the project and making a meaningful contribution, and encourage a sustainable pace with high-levels of quality for the team   

Required Skills and Qualifications

  • Solid understanding of software development life cycle models, as well as expert knowledge of both Agile and traditional project management principles and practices; the ability to blend them together in the right proportions to fit a project and business environment.

  • A proven track record of successfully implementing software development projects using Agile methodologies, including 10+ years of experience as a Project Manager managing projects, with minimum 5 years managing projects in a Federal Government environment. PMP preferred.

  • Prior experience of minimum 5 years with SCRUM/Agile methodologies with enterprise-level application development projects. PMI-ACP, CSM, or equivalent preferred.

  • Prior experience overseeing multi-function project teams with team members including Developers, Business Analysts, and various SME functions.

  • Very effective interpersonal skills including mentoring, coaching, collaborating, and team building.

  • Strong analytical, planning, and organizational skills with an ability to manage competing demands.

  • In-depth knowledge and understanding of business needs with the ability to establish/maintain a high level of customer trust and confidence.

  • Proven ability to lead software development projects and ensure objectives, goals, and commitments are met.

  • Outstanding written, oral, and presentation communications skills

  • Ability to effectively communicate complex technical concepts to non-technical partners

  • Accountable, responsible but panic-free approach when faced with critical and time-sensitive issues.

  • An ambitious, no-excuse making approach to delivering work.

  • Proven ability to persuade, influence and lead others, while establishing  credibility and trust.

Basic Skills

  • Solid understanding of and demonstrated experience in using appropriate project management tools

  • Agile Management tools such as Jira, Azure DevOps, VSTS/TFS, Rally, VersionOne or equivalent experience

  • Microsoft Project or equivalent tool experience

  • Excellent oral and written communications skills and experience interacting with both business and IT individuals at all levels, including the executive level

  • Creative approach to problem-solving with the ability to focus on details while maintaining the “big picture” view

Education: Bachelor’s Degree in Business, Information Technology, Computer Science, or another technical related field, PMP and Certifications in Agile Project Management or equivalent, e.g. PMI Agile Certified Practitioner, Certified Scrum Professional.

Clearance: Ability to obtain a Public Trust clearance, and an active HSPD-12 clearance is highly desired
